Special Committee Defence Bill, 1951 debate -
Wednesday, 23 Apr 1952

SECTION 183.

I move amendment No. 236:—

To add at end of section the following:—

Every regulation made under this section shall be laid before each House of the Oireachtas as soon as may be after it is made, but shall not come into operation or take effect until a resolution approving it has been passed by each House of the Oireachtas.

The amendment is merely designed to ensure that regulations will be laid before each House of the Oireachtas.

Would the Minister agree to place the regulations before the House ? These are the regulations dealing with investigation and summary disposition of charges.

The amendment proposes that these regulations shall not come into operation or take effect until a resolution has been passed by each House of the Oireachtas.

I admit that that is a little stringent. Perhaps the Minister would agree to table them?

In the usual way.

I will have the point examined.

There are some items in the section in respect of which the regulations should be laid on the Table—certainly (b), (c), (f) and (h), because of its generality.

We will look into it.

Amendment, by leave, withdrawn.
Section 183 agreed to.
Sections 184, 185 and 186 agreed to.
The Committee adjourned at 9.35 p.m. until 3.30 p.m. on Thursday, April 24th.
