SECTION 10.

Question proposed: " That section 10 stand part of the Bill."

Section 10 provides for the repeal in whole or in part of various statutes listed in the First Schedule. The first four on the list are very old and such of their provisions as are still extant are of little worth in present-day conditions. The next two, that is to say the 1930 Acts, have, after 45 years, obviously become outdated but it has been possible to use much of their contents as a base for the Bill.

It was a very good idea to revoke the Acts. There is nothing worse than legislating by haphazard amendment. Unfortunately, that does not apply to the Acts of 1946 and 1965.

We are repealing only one section of the 1946 Act and one section of the 1965 Act.

I commend it for this approach. Unfortunately the Minister does not follow through with this approach. In this Bill he tinkers around with the two other Acts.
