490 Mr. Sargent asked the Minister for Justice, Equality and Law Reform when a potential crime such as a vehicle being driven without tax or insurance is brought to the attention of the Garda by citizens who provide registration numbers, the response the citizens may expect; and if he will make a statement on the matter. The question raised by the Deputy is primarily an operational matter for the Garda authorities. However, I have been informed by the Garda authorities that the Garda Síochána investigates all reported breaches of the criminal law. I am further informed that where a member of the Garda Síochána has reasonable grounds for believing that a mechanically propelled vehicle has been used in a public place on a particular occasion, including a case in which the garda has observed the use, he or she may at any time no later than one month after the occasion demand of the user or three months after the occasion demand of the owner of the vehicle the production of either a certificate of insurance or a certificate of exemption.
