321 Deputy Noel J. Coonan asked the Minister for Agriculture, Fisheries and Food the reason for the delay in payments in respect of the rural environment protection scheme to a person (details supplied) in County Tipperary; when payment will be made; and if he will make a statement on the matter. REPS 4 is a measure under the current Rural Development Programme 2007–2013 and is subject to EU Regulations which require detailed administrative checks on all applications, including plan checks, to be completed before the first 2009 payments issue. Processing of applications, including that of the person named, is at an advanced stage. I hope to be in a position to begin releasing the 75% payment due on valid applications later this week and the remaining 25% once the last of the on-the-spot inspections for 2009 has taken place.

An issue has arisen during the processing of the REPS 4 application from the person named and my officials will be in touch with him shortly. Processing of the application cannot be completed until this issue been resolved.
