View answerThe back to school clothing and footwear allowance scheme (BSCFA) is administered on behalf of the Department by the community welfare division of the Health Service Executive (HSE). The scheme operates from between the beginning of June to the end of September each year. It is estimated 340,000 children will benefit from the scheme in 2010 at a cost of almost €83m.
