My Department has received over 2,170 applications for funding under the 2012 Sports Capital Programme.  This is the largest number of applications ever received under the Programme. Departmental officials are processing all applications and this process will take some time due to the volume of applications received.  I expect to be able to announce the list of successful applicants later this year.  All applicants will be informed of the outcome of their application at that stage.

Deputy Mary Lou McDonald asked the Minister for Transport, Tourism and Sport the number of staff members of his Department that have been awarded internal promotions and or additional acting up or temporary allowances to perform more senior roles since 27 March 2009; the details of the grades involved; the pre-promotion temporary acting and post promotion temporaryacting pay scales; the total increase in salary payments to each staff member involved; the duration of assignments; the area to which each person was assigned; the business reasons supporting any such decision; the details of sanction received from the Department of Finance and or Public Expenditure and Reform; and if he will make a statement on the matter. Within the Department  from 2009 to date the combined impact of staff reductions and restructuring saw a fall of 35% in the senior management grades. This streamlined the organisational and management structure of the Department to the extent that the filling of four management posts by internal promotion were negotiated and sanctioned by the Department of Public Expenditure and Reform in 2010 and a further one post in 2011 to ensure the Department has the absolute minimum required to carry out its programme functions.

The details sought on the five internal promotions are set out in the table below.   The total annual increase in salaries from these promotions is in the region of €24,000. There were no additional acting up or temporary allowances paid in my Department since 27 March 2009.

I propose to take Questions Nos. 275 and 276 together.

Details requested of the staff that have redeployed out of my Department since 27th March 2009 are contained in the table below. No staff have redeployed in to my Department.  Staff were redeployed to other Government Departments and Public Sector Agencies as part of my Department's efforts to achieve staffing efficiencies in line with implementation of the Public Service Agreement Action Plan. The budget to pay salaries in my Department was adjusted down in line with the reduction in staff numbers.

No staff in my Department receive a Gaeltacht allowance. I have asked the State agencies under the aegis of my Department to provide the Deputy with the information requested. If you do not receive a reply from the agencies within ten working days please advise my private office.
