276. Deputy Pearse Doherty asked the Minister for Finance further to a meeting of the Joint Committee on Finance, Public Expenditure and Reform on Thursday, 9 May 2013 (details supplied) stating that the persons responsible for assessing budget 2014 and the SPU as part of the EU 6 and 2 pack system shall be the European Commission officials at the Ireland desk if he will detail the names of these officials and the number of officials responsible in the European Commission for supporting or criticising the SPU or the Ireland 2014 budget; and if he will make a statement on the matter. With regard to Stability Programmes, the procedure is that the Council adopts an opinion on the basis of a recommendation from the European Commission, if one is made. Under the two pack, which is about to be adopted, the procedure will be that the European Commission is responsible for adopting an opinion on the draft budgetary plans supplied by member states. Within the European Commission, this work is done by DG ECFIN in the first instance.
