The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible.

The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members.

The Chief Medical Officer (CMO) of my Department is undertaking a report of the cases highlighted in Portlaoise Hospital. The scope of the report is currently being finalised and it would not be appropriate to comment on the final remit of the report at present. The findings of the CMO's report will inform any subsequent work to be done by HIQA or others including any wider review.

I have sought a report on the case referred to by the Deputy from the HSE and I will be in touch with him as soon as I receive it.

The National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2013, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the Health Service Executive, sets out the processes that hospitals are to implement to manage waiting lists.

In relation to this particular query raised by the Deputy, I have asked the HSE to respond directly to the Deputy in this matter.

However, my Department did not spend any money on public relations or communications consultants during 2013. I will revert to the Deputy as soon as possible regarding advertising expenditure, if any. I have also requested the HSE to respond directly to the Deputy in this regard.

The Government is committed to the transformation of public hospitals into independent, not for profit hospital trusts. As a first step in this process, seven hospital groups have been established, in line with the recommendations of The Establishment of Hospital Groups as a Transition to Independent Hospital Trusts (the Higgins report). The groups have now been established on a non-statutory basis.

Each group must develop, in the first year of their operation, a strategic plan for their future service configuration. These plans must describe how they will provide more efficient and effective patient services; how they will reorganise these services to provide optimal care to the populations they serve; and how they will achieve maximum integration and synergy with other groups and all other health services, particularly primary care and community care services. Decisions on the distribution of acute services between hospitals within a Group will be made in the context of the development of the strategic plan. A Strategic Advisory Group has been established to provide objective policy advice and expertise to the Department, HSE and hospital groups, and to oversee the establishment of hospital groups and the subsequent reorganisation of acute hospital services.
