Deputy Billy Kelleher asked the Minister for Health the number of requests the Health Service Executive received in 2013 and to date in 2014 under section 8 of the Health (Alteration of Criteria for Eligibility) Act 2013 from the Revenue Commissioners to give them personal data when the commissioners require the personal data for the purpose of assessing or collecting any tax, duty or other charge payable to the Revenue Commissioners; and if he will make a statement on the matter. The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible. The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members.

Deputy Billy Kelleher asked the Minister for Health with regard to the Health Service Executive reviews of eligibility that are to be conducted in a risk-assessed manner for approximately 1 million medical card holders during 2014, the number of reviews that have taken place to date in 2014; the number of medical cards discontinued as a result of these reviews; the number of reviews where a persons income exceeded the weekly income amounts set out in the health service medical card national assessment guidelines but a card was retained on the basis of the exercise of discretion; and if he will make a statement on the matter. A literature review of Independent Hospital Trusts was requested from the Health Research Board by my Department in 2012, to inform policy development. It is regarded as best practice that academic articles and reviews undergo peer review prior to publication. The Health Research Board advised my Department that the peer review undertaken identified a requirement for some further work on this literature review. This is currently being progressed and the review will be published in due course.

In accordance with the VHI Acts, the VHI is required to submit its Annual Report and Accounts to the Minister, and I am required to lay the Annual Report and Accounts before the Houses of the Oireachtas. The relevant legislation does not make provision for a specific time frame for so laying the Annual Report and Accounts. I understand the VHI's 2013 Annual Report and Accounts will be submitted shortly. I will then make the relevant arrangements for them to be laid before the Houses of the Oireachtas.

Services for People with Disabilities

The allocation of funding of the disability sector is a matter for the Health Service Executive in the first instance and needs to be considered in light of available resources and the relevant service priorities. In general terms, HSE disability services are embarking on a large scale reform programme which will transform the model of service to a community-based model of person-centred care. In 2014, the HSE are taking a number of key steps in implementing the change programme including the reconfiguration of existing therapy resources for children with disabilities, including those with autism, to multi-disciplinary geographically based teams as part of its National Programme on Progressing Disability Services for Children and Young People (0-18 years).

An additional €4m ongoing funding has been allocated in 2014 as part of the agreed National Service Plan to drive the implementation of the National Programme on Progressing Disability Services for Children and Young People. The HSE has decided on the allocation of an additional 80 posts including speech and language therapists, occupational therapists, physiotherapists and psychologists. In addition during the remainder of the year, some funding from the allocation will be utilised on a targeted basis to tackle priority waiting lists at local ISA level, using capacity within the public, voluntary and private systems. This follows on the approval of an additional five posts in 2013 to enhance the service response.
