Youthreach and CTCs cater for learners aged 15 to 25. Statistical returns forwarded by ETBs to my Department show that 1,854 participants commenced a Youthreach programme in 2013. SOLAS reports that 1,480 participants commenced a Community Training Centre course in 2013.

The Vocational Training Opportunities Scheme (VTOS) provides courses of up to two years duration for people who are 21 years of age or over, and who are at least six months unemployed. The end of year annual survey conducted by ETBs showed that on 31 December 2013 there were 5,649 participants on VTOS with 1,040 of these under 25. Further details on the number of those under 25 who enrolled in 2013 are not available.

Where significant grant aid is provided by the Department for the development of school premises on property not owned by the State, it is the policy of this Department that the investment is secured by way of a legal agreement. Details in relation to these leases are generally held on individual property files. Therefore it is not possible to specify the number of such leases or the oldest one in existence.

As part of a comprehensive customer service and communications strategy provided by Student Universal Support Ireland (SUSI), to ensure that all necessary avenues are open to applicants to receive the information they need, a dedicated email and phone line service is provided by SUSI for Oireachtas members. This was established to meet an identified need for applicants who choose to engage the assistance of their public representatives in making enquiries about their grant applications.

This service compliments the established channels provided by SUSI which include online application tracking, a dedicated website, a telephone helpdesk, email and social media, including Facebook and Twitter. Enquiries may be emailed direct to SUSI at oireachtas@susi.ie. SUSI are responding to email queries within a matter of days.

The school to which the Deputy refers to is to be delivered as part of the Schools Bundle 4 Public Private Partnership project. This bundle comprises four post primary schools. My Department expects Financial Close on the project to be finalised shortly. The PPP Company is expected to commence construction very soon afterwards. The school is on schedule for delivery early in 2016 in that context.

Education and Training Boards Funding

Deputy Jonathan O'Brien asked the Minister for Education and Skills the education and training boards currently in receipt of overdraft facilities and their value; the education and training boards which have notified her or her Department of their intention to apply for overdraft facilities; the stage at which these processes are currently; and her plans to address the deficits in funds of the education and training boards in question. Section 49 of the Education and Training Boards Act, 2013, confers a power of borrowing on an Education and Training Board (ETB), subject to the submission of a proposal to the Board, and if approved in principle by the Board, to the Minister for Education and Skills for consent. My Department has issued Circular 0066/2014 to ETB, concerning the procedures to be followed where an ETB wishes to borrow. A copy of the circular is provided for the Deputy's information.

Overdraft facilities should be avoided except for limited periods to meet short term cash-flow situations. They are not to be used for capital expenditure and cannot be used to extend an ETB's expenditure and commitments over and above the amounts authorised by my Department. In the current year thirteen of the sixteen ETBs have sought and obtained approval for borrowing from my Department. The value of the facility which will be required for one of these (Kilkenny Carlow ETB) is still being determined. The remaining ETBs and the limits to which they have sought consent to borrow are as follows:

To the Chief Executives and Chairpersons of Education and Training Boards

Procedures for Borrowing by Education and Training Boards

The power to borrow money is a reserved function of an ETB Board. Section 49 of the Education and Training Boards Act 2013 sets out the procedures to be followed, which are summarised as follows:

1. The Chief Executive prepares and submits a proposal in writing to the Board that the Board should borrow for the purposes of carrying out the board’s functions.

2. The Board considers the proposal and then, if it is decided in principle that the proposal should be accepted, seeks the consent of the Minister for Education and Skills.

3. Once the consent of the Minister has been obtained, the Board may accept the Chief Executive’s proposal and borrow in order to carry out the functions of the board.

Accordingly, two meetings of the Board will be necessary; one to first consider the proposal and, if it is decided in principle that the proposal should be accepted, a second to accept the proposal, having obtained the consent of the Minister. This Circular should be read in conjunction with Section 49 of the Act. This circular can be accessed on the Department of Education and Skills web page: www.education.ie. The national student grant awarding body, SUSI (Student Universal Support Ireland), opened its online application system for the 2014/2015 academic year on 8 May, 2014 with the closing date further extended to 06 November 2014 It is the responsibility of the student to ensure that their application for a student grant is submitted before the deadline. Late applications may be accepted by SUSI, but not later than one month before the end of the academic year to which the application relates, where a student has had an exceptional change of circumstances as outlined in Article 32 of the Student Grant Scheme 2014. All requests for late applications are examined and considered on a case-by-case basis. In accepting a late application SUSI will have established that exceptional change of circumstances have occurred and have considered why the request was not made before the deadlines. The student referred to by the Deputy may contact SUSI support desk at 076 - 108 7874 to enquire about making a late application for the 2014/15 academic year where exceptional change of circumstances have occurred.

Special Education Support Service (SESS) develops and delivers a wide range of professional development supports for teachers working with students with special educational needs in mainstream primary and post-primary schools, special schools and special classes. Support, which may be informational, advisory or facilitative, is provided in response to identified continuing professional development (CPD) needs by schools, professional groups or individual teachers.

Various models of professional development support are available including:

- Dialogue with Teachers

- Online, Website and Telephone support

- School Based Seminar Delivery

- School Visits

- SESS Designed Courses

- Facilitated Teacher Exchanges / Visits

- Support for Projects / Initiatives

- Accredited courses

- Development and Supply of Resource Materials I can confirm that SESS programme of work is reviewed on an annual basis as it must respond to teacher, school and national policy needs. The programme is also guided by advices from my Department, aegis bodies of the Department where appropriate, relevant research and best practice on an ongoing basis. Where local needs arise which are not catered for, it is open to schools to make an application and funding may be allocated following consideration of the submission and the circumstances of the school.

In 2012, a total of 358 applications for funding from schools were received and 277 were approved.

In 2013, a total of 383 applications for funding from schools were received and 305 were approved.

In 2014, to date, a total of 214 applications for funding from schools were received and 148 were approved. Where an application for funding is not approved, the school may be redirected to another support service or agency e.g. NEPS or, alternative provision may be made by SESS through access to their various CPD models of professional development support.

I can confirm that the school referred to by the Deputy has not made any application to my Department seeking capital funding for the purpose of developing a play space at the school. Any application received will be considered in the context of the funding available and having regard to other competing demands on the Department's capital budget. In recent weeks I announced that the Minor Works Grant is being issued to all primary schools for the school year 2014/2015 at a cost of over €28 million. The school in question received over €10,000 under this grant scheme and it is open to the school to use this funding for the development concerned.

I propose to take Questions Nos. 561 and 562 together.

My Department has a Management Advisory Committee (MAC) and a Ministerial MAC (MINMAC).

The MAC, which meets on a weekly basis, is chaired by the Secretary General and is attended by the Department's Deputy Secretary, Assistant Secretaries, Chief Inspector and Director. Senior officials also attend as required.

I am the chair of all MINMAC meetings. These meetings are generally attended by the Minister of State attached to the Department. The last meeting of the MINMAC took place on the 26th November and further meetings will be scheduled in 2015.

I also meet with the Secretary General on a weekly basis and convene regular meetings with senior officials within the Department as the work programme of my Department requires.

The table details the dates of the meetings of the Department's Management Advisory Committee and Ministerial MAC meetings and those present at the meetings in 2011, 2012, 2013 and 2014.

Circular letter 12/03 issued by my Department outlines the temporary exchange scheme for primary teachers.

The teacher exchange scheme provides a facility for primary teachers to voluntarily exchange with a teacher in another school. The minimum period for which an exchange may occur is one year and the maximum is five years.

The exchange scheme was agreed under the auspices of the Teachers' Conciliation Council, a body established in accordance with the terms of the Conciliation and Arbitration Scheme for Teachers. The Council is comprised of representatives of teachers, school management, the Department of Education and Skills and the Department of Public Expenditure and Reform, chaired by an official of the Labour Relations Commission. Any changes to the exchange scheme are therefore a matter for consideration in the first instance at the Teachers' Conciliation Council.

SOLAS Training and Education Programmes Provision

The procurement process for this programme was undertaken by SOLAS prior to the transfer of responsibilities to the Limerick and Clare Education and Training Board, however this matter is now an operational matter for that ETB. I understand that the company in question won the delivery of the Sports Recreation and Exercise Course in Ennis following a competitive tendering process. Pool Lifeguarding was not included as a module on this course. However, following the start of the programme the company in question made a request to add it to the course. This request was refused and they were informed of this decision on 5th August last. Soccer Coaching, which is a QQI module, was an optional module presented as part of the tender but was not included as part of the contract with the company in question in favour of other optional modules. No request has been received to add this module or an FAI certified module to the course. The company in question have only been paid for the modules which they have been contracted to deliver and this will continue to be the case.

As the Deputy is aware, planning permission for the school in question was refused by Kildare County Council and this decision was upheld by An Bord Pleanála. My Department is actively engaged with Kildare County Council in working towards a solution for the provision of the new school building. In advance of this, the school will be housed in temporary accommodation from September 2015. The arrangements for this temporary accommodation are currently being finalised.

School Textbooks Rental Scheme

566. Deputy John Deasy asked the Minister for Education and Skills the percentage of primary and secondary schools in each county operating a textbook rental or loan scheme in the 2014-15 school year. [47967/14]

Since 2011, my Department has gathered information from primary schools as to whether they operate book rental schemes. Returns for September 2013 indicate that 84% of primary schools operate a book rental scheme. This compares to 83% in 2012 and 77% in 2011.

The position at second level is that for September 2013, 68% of schools reported that they operate book rental schemes. A more detailed analysis of the returns show that 55% of voluntary secondary schools; 66% of Community and Comprehensive schools and 88% of Education and Training Board schools are operating book rental schemes. Responses to a survey conducted in 2012 was disappointing and does not lend itself to comparisons with the returns received in respect of 2013.

My Department will continue to request information on book rental schemes from first and second level schools annually. The information requested by the Deputy in respect of the 2014/2015 school year is not yet available. However, the information will be available in the first quarter of 2015. As the Deputy is aware Budget 2014 provided funding of €5 million for three years to support the establishment of book rental schemes in primary schools that did not operate such schemes. DEIS schools will receive €150 per child and non-DEIS schools will receive €100 per child in seed capital to establish book rental schemes.

This will cost approximately €6.7 million of the €15 million secured over the three year period, the balance of €8.3 million will be divided in 2015 and 2016 among primary schools that currently operate book rental schemes. Every primary school has now been given the opportunity to benefit from the funding secured for the School Book Rental Scheme.

The existing €15 million already provided in book grants to all primary and post-primary in the Free Education Scheme will continue to be paid in 2015.

At this stage, there are currently no overseas trips planned between now and the end of 2015 for either myself or Minister of State, Damien English T.D.

However during the course of the year there will be three meetings of the Education Council which will require Ministerial attendance. These generally occur in February, May and December but the details have yet to be circulated by the General Secretariat to the Council of European Ministers.

Every opportunity to promote Ireland as a good place for doing business is availed during all overseas travel.

The timeline for delivery of the Programme for Government commitments is over the lifetime of this Government. To date, the Government has published three annual progress reports, which set out the progress in implementing an extensive number of commitments. With regard to the commitments relating to my Department, the following table shows the progress made on each. As will be seen from the table, there has been progress in relation to issues such as:

- Empowering schools to improve standards;

- Protecting frontline services in education;

- Enactment of legislation establishing the Education and Training Boards and Solas, the Further Education and Training Authority;

- Implementing the National Literacy and Numeracy Strategy;

- Investing in the School Building Programme, including the Grangegorman project;

- Delivering Equity in Education;

569. Deputy Sean Fleming asked the Minister for Education and Skills the position regarding the approval for a new building project in respect of a school (detail supplied) in County Kildare; and if she will make a statement on the matter. [48046/14]

The major building project referred to by the Deputy is at an early stage of Architectural Planning. Following a recent Pre Stage 1 meeting, which was held in November 2014, the Boards of Management and their Design Team are working on finalising the stage 1 report for submission to my Department. Upon satisfactory completion of stage 1 and subject to no issues arising the project will be authorised to progress to Stage 2A, which is the developed sketch design stage.

Due to competing demands on the Department's capital budget imposed by the need to prioritise the limited funding available for the provision of additional school accommodation to meet increasing demographic requirements it was not possible to include this project in the 5 year construction programme announced in March 2012.

School building projects, including the project referred to by the Deputy, which were previously initiated but not included in the current five year construction programme will continue to be progressed to final planning stages in anticipation of the possibility of further funds being available to the Department in the future.
