Broughan asked the Minister for Transport, Tourism and Sport further to Parliamentary Questions Nos. 1122 and 1123 of 4 November 2014, if an agreement has now been reached between his Department and insurance companies on the conditions, including data protection safeguards, which would cover the supply of data from the national vehicle and driver file to insurance companies; and if the supply of data to such companies has now commenced. The agreement between my Department and motor insurers in respect of supply of penalty points data from the National Vehicle and Driver File, which is underpinned by Section 5(1) of the Road Traffic Act 2014, is now in place. It is expected that the process of supplying the data will commence on Wednesday, 17 December. Initially, for a very short period, the arrangement will involve one major insurer to validate the process in live operation and it is planned that other insurers will follow on a graduated basis with the overall objective that all insurers will avail of the facility without undue delay.

Broughan asked the Minister for Transport, Tourism and Sport if he will report in tabular form on the number of buses from the Dublin Bus fleet which have been involved in collisions resulting in head-striking injuries to cyclists and pedestrians following impact between the wing mirrors of the buses with cyclists and pedestrians in the years 2011, 2012, 2013 and to date in 2014; the nature of these collisions; the date on which they occurred; the outcome for the cyclists and pedestrians struck in the collisions; and the nature of investigations carried out by Dublin Bus and An Garda Síochána into these collisions. I am sorry to hear that this accommodation business has had to close. The property's website attributes this decision to high property prices affecting the owners’ plans to expand the business. I understand from contact with the Deputy's office that she believes that litter and anti-social behaviour were also factors in the decision.

In relation to anti-social behaviour, although this is primarily a matter for my colleague, the Minister for Justice and Equality, I am conscious of the negative impacts that such matters can have on holidaymakers’ experience and have previously raised my concerns with those responsible. Dealing with this behaviour involves issues such as drug dependency, homelessness and begging. It requires a coordinated approach from state agencies involved in social, housing, health and drug treatment services, as well as through partnership with business, community and voluntary groups. In this regard, I understand that a High Level Group has been established, involving Dublin City Council, An Garda Síochána, the Dublin Region Homeless Executive and the HSE, to support efforts to enhance public safety and the overall environment of the city centre.

In relation to improving the overall tourist experience in Dublin, following the report of the Grow Dublin Taskforce, which inter alia noted the potential impact of anti-social behaviour on tourists, I recently established the Grow Dublin Tourism Alliance to implement the report's recommendations. The Group, which is being set up under Fáilte Ireland, will be led by the Chairman of Bord Bia, Michael Carey.

Thankfully, Ireland remains a very safe holiday destination generally with a relatively low rate of crime against tourists. Research has shown that the vast majority of overseas visitors are happy to recommend Ireland as a holiday destination to others.

Driving Test Regulations

Where a person obtains their first full licence on or after 1 August 2014, they must display an N-Plate for two years.

In cases where someone was a full licence holder in the past ten years and their licence has lapsed, they may apply to renew that licence. If their licence has lapsed for more than ten years, they are treated as a beginner, and must obtain a learner permit. When they qualify, they will be required to display the novice plate as per the legislation.

As Minister for Transport, Tourism and Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

I have responded to a number of similar questions concerning the Dingle Inner Relief Road, most recently on 2 December (PQ 46036/14). I am happy to again clarify the position regarding this regional road scheme.

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants. The initial selection and prioritisation of works to be funded is also a matter for the local authority.

It is important to state that the role of Exchequer grants for regional and local roads is to supplement Councils like Kerry County Council in their own resources spending this area. While Councils could apply in the past for grant funding for certain road improvement projects, budgetary constraints mean that the Specific Improvement Grants Scheme has been curtailed in order to maximise the funding available for repair and strengthening work of the road network.

My Department's role in relation to tourism relates primarily to the area of national policy. I have no direct role in relation to the provision of funding for festivals and events. This is a matter for the Board and management of Fáilte Ireland. The annual funding application process run by Fáilte Ireland is advertised in the national press and online on the Fáilte Ireland website.

The application process for the National Festivals and Participative Events Programme for 2015 is now closed. Applications can still be made, however, for funding under the Regional Festival and Participative Events Programme. The closing date for applications under this programme is 17 January. Full details of the application process are available on the Fáilte Ireland website.

As Minister for Transport, Tourism and Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

Because of the national financial position, there have been very large reductions in roads expenditure over the past number of years. The reality is that the available funds do not match the amount of work which could be undertaken. For this reason it has not been possible to progress a range of worthwhile projects and the main focus has to be on the maintenance and repair of roads and this will remain the position in the coming years. The scope for progressing new major road improvement projects will be very much dependent on the availability of funding in the future as the economy recovers further.

In 2011 my predecessor indicated to the NRA that it should withdraw its application to An Bord Pleanála for the M20 Cork to Limerick route. I understand Minister Varadkar was concerned that to proceed any further with the scheme to build the M20 would have exposed the NRA to significant costs arising from a consequent requirement to purchase the CPO'd land within a limited timeframe. This would have had to be done without the reasonable prospect of proceeding to the construction stage quickly. Given the scale of the project I would have to consider very carefully whether the basis exists that would give confidence that a project of the scale of the M20 would be affordable or achievable and thereby justify commencing the project through planning again.

Regional Airports Closures

I am pleased that the supports provided by the Government to Kerry Airport under the 2011-2014 Regional Airport Programme, including the retention of the Kerry/Dublin PSO route, have had a positive impact on the Airport and I plan to visit each of the regional airports, including Kerry, in 2015.

A draft Regional Airports Programme for 2015 - 2019, to supersede the current Programme, has been submitted by Ireland to the EU Commission for consideration and discussions are currently taking place on the draft Programme as part of that consideration process. Following its approval, the overall supports that will be available to each of the four regional airports over the life of the new Programme will be identified.

As I anticipate that the Commission will approve the new Programme before the end of the year, I believe that my visits to the regional airports in 2015 will be both meaningful and timely.

As the Deputy is aware, the Government, in conjunction with the Northern Ireland Executive, recently announced its support for the preparation of a bid for the Rugby World Cup by the Irish Rugby Football Union (IRFU). The IRFU's preparatory work for that bid will commence in the very near future. As part of that work consideration will be given by the bid team to the potential host match venues, taking into account the stadia requirements contained in the Invitation to Tender for the 2023 Rugby World Cup. A number of locations with suitable stadia will no doubt be considered in that context. At this point in time, it is not possible to say whether Killarney or indeed any other specific location, other than the major stadia, will play a part.

As I outlined in my response to the Deputy's question (PQ 34966/14) of 18 September regarding the Kenmare Inner Relief Road, the improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants.  The initial selection and prioritisation of works to be funded is also a matter for the local authority.

My Department allocated €640,000 in 2014 under the Specific Improvement Grant Scheme to Kerry County Council in respect of the R569 Kenmare Inner Relief Road.  To be of assistance, my officials have made enquiries of the Council regarding progress on the scheme and I understand that works have been ongoing during the course of the year and the road opened to traffic and pedestrians on 24 October 2014. Additional footpath and accommodation works will continue along the road until Q1 2015.

From 2009-2013, the NRA administered the regional and local roads grants programme on behalf of this Department. The process involved local authorities submitting road schemes for assessment under the programme and the R569 Kenmare Inner Relief Road was among the schemes approved for funding. Payments to Kerry County Council under the regional and local roads programme in respect of the Kenmare Inner Relief were as follows:

Wild Atlantic Way Project

While my Department provides the capital funding for investment in tourism projects such as the Wild Atlantic Way, it is not directly involved in their development or implementation.

It is important to note that the purpose of the Wild Atlantic Way is to provide a clearly defined route for visitors to travel along the west coast.  In that context, it is very important for the visitor that the signage for the Wild Atlantic Way is consistent and readily recognisable along the entire route while respecting the landscape and seascape that are integral to the Way. That is why Fáilte Ireland has worked closely with local authorities and local communities in the provision of signage along the route of the Wild Atlantic Way. However, it is a matter for the Local Authorities and the National Roads Authority, as appropriate, to sanction the erection of road signage.

The National Transport Authority (NTA), has statutory responsibility for the implementation and development of infrastructure projects in the Greater Dublin Area (GDA), including the development of QBCs.

I understand from the NTA that in 2005/2006, proposals were advanced for various changes to the bus and traffic lane configuration in the vicinity of the Collins Avenue / Swords Road junction, to further improve the performance of the Swords Road QBC.  However, construction work was on-going in the area on the Dublin Port Tunnel project and it was not possible to advance those proposals as envisaged at that time.  However, elements of those proposals were incorporated into the final layout of the roadway in this area which was completed as part of the tunnel scheme.
