601. Deputy Catherine Murphy asked the Minister for the Environment, Community and Local Government the policy-making powers of local authorities under section 130 of the Local Government Act 2001 with regard to planning; the way these interact with the executive function in the same field; and if he will make a statement on the matter. Section 130 of the Local Government Act 2001 provides statutory recognition for the role of elected members in determining policy, by resolution, in accordance with the 2001 Act and other enactments relating to that authority.  In relation to planning, section 2(7) of the Planning and Development Act 2000 provides that the doing of anything that is required under the Act that is to be done by resolution shall be a reserved function.
