The person named submitted a 2015 Private Contract Clause application to my Department to transfer land and entitlements by lease. This application has been fully processed and payment under the Basic Payment Scheme will issue shortly.

Payment under the Beef Data and Genomics Programme will shortly issue to the person named subject to confirmation of compliance with all requirements of the Beef Data and Genomics Programme.

Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when payment will issue under the basic payment scheme 2015 and the areas of natural constraint scheme 2015 to a person (details supplied) in County Galway; the reason for the delay; and if he will make a statement on the matter. The person named submitted a 2015 Basic Payment /Areas of Natural Constraint (ANC) Scheme application on 6 May 2015. This application was subject to land verification checks. As part of this process a reduction was found with the claimed area of 31.27ha being reduced to the determined area of 30.33.ha.

The person named was notified of these errors on 23 October 2015. As the difference is greater than 3%, payment shall be calculated on the basis of the area determined, reduced by twice the difference found. Payment under the ANC scheme has issued to the nominated bank account of the person named. The person named submitted a 2015 Transfer of Entitlements Allocation Right and Reference Value application to my Department. This application has been fully processed and payment under the Basic Payment Scheme issued on 12 January 2016.

The person named also submitted applications under the ‘young farmer’ category of the National Reserve and the Young Farmers Scheme. These applications have been finalised and payment will issue shortly.

An application under the 2015 Areas of Natural Constraints Scheme was received from the partnership of the persons named on 14 May 2015. Processing of the application is currently ongoing and is due to be finalised shortly.

Dairy Equipment Scheme

There has been no delay in payment in this case. The person-named was issued with approval for Dairy Equipment investments, including cluster units, a plate cooler and a bulk tank, on 11 December 2015. This case was amongst those which received priority attention due to the urgency of getting the necessary equipment in place. The applicant has full approval to proceed on these items.

In due course, I would expect that a claim for payment will be submitted and when that is received, it will be processed for payment in the normal fashion.

The person named submitted two 2015 Transfer of Entitlement Allocation Right and Reference Value applications to my Department. One of these applications to transfer by gift was fully processed and the person named received Basic Payment Scheme advance payment on 19 October 2015 and balancing payment on 1 December 2015.

The second application sought the transfer of allocation rights and reference values to the person named by inheritance of holding. There was an issue regarding the transferor under this application that had prevented it from being processed. This issue has now been resolved, the application is processed and payment on foot of the entitlements that were the subject of this transfer application will be made shortly.

Due to difficulties with the transfer of herd numbers, the flat rate dairy payment did not issue to the person named in the initial payment run. This case is currently being examined and it is anticipated payment will issue before the end of January. The Young Farmer top-up element of the payment will issue, if eligible, in March/April.

My Department has no record of a Young Farmers Scheme application being submitted on behalf of the person named. If the person named can verify that he did submit an application under the Young Farmers Scheme, he should contact the National Reserve/Young Farmers Scheme section directly at NationalReserveYFS@agriculture.gov.ie to pursue the matter further.

The person named commenced their AEOS contract on 1 September 2010 and has been paid in full for the 2010-2014 scheme years.

Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System must be carried out. As 2015 is the final year of payment, re-checks on payments made for all scheme years must be completed before final payment can be processed.

These checks have been completed in respect of the person named and payment will issue shortly.
