View answerThe person named submitted a Transfer of Entitlements Allocation Right and Reference Value application to my Department seeking the transfer of allocation rights and values by gift of holding as Transferor. The Transferee under this application did not hold a herd number at the closing date for receipt of applications of 29th May 2015 which is required to participate in the Basic Payment Scheme. My Department is currently working to resolve this issue with a view to facilitating the processing of the transfer application and issuing of payment under the Basic Payment Scheme as soon as possible.
