Following the recent restoration by this Government of the €12 million funding originally intended for mental health this year, my Department has requested the HSE to finalise detailed expenditure proposals for this amount. It was proposed to divert time related savings in mental health and other areas on a once-off basis in 2016, to fund other healthcare areas including Home Care and Transitional Care. However, given that the Government has announced an additional €500 million for the Health sector on 15 June last, these other healthcare areas are now adequately funded for 2016 and the diversion of time related savings in mental health will not take place. Subject to agreement on HSE proposals, sanction will issue for the restored €12 mental health funding at an early date.

The Government is committed to providing services and supports for people with disabilities which will empower them to live independent lives, provide greater independence in accessing the services they choose and enhance their ability to tailor the supports required to meet their needs and plan their lives. This commitment is outlined in the Programme for Partnership Government, which is guided by two principles: equality of opportunity and improving the quality of life for people with disabilities.

Deputy John McGuinness asked the Minister for Health when the full range of services will be approved in the case of a person (details supplied); the action taken by the Health Service Executive when the person was referred for early intervention in 2015 and the assessment of need was completed on 22 October 2015; the occupational therapy and speech and language therapy that has been made available to the person since being assessed on 30 October 2015; and if he will expedite an immediate response from the Health Service Executive and insist on a full care plan being put in place. The applicants in question have applied in Tranche 1 for the Young Farmers Capital Investment Scheme of TAMS II. Their application has passed the administrative checks and the Nitrates check. Final technical checks will be carried out before approval issues.
