172. Deputy Pearse Doherty asked the Minister for Transport, Tourism and Sport if his attention has been drawn to concerns from rural transport providers and disability rights advocacy groups surrounding the lack of legislation governing the safe transportation of passengers who are wheelchair users; if his attention has further been drawn to the suggestion from such groups that some transport providers are not ensuring that wheelchair passengers are properly secured while in transit, including reports that operators are transporting wheelchair users without applying tie-downs, seat belts or occupant restraints as is advisable; his plans to introduce legislation that will guarantee a safe passage for all passengers who require the use of a wheelchair while travelling; and if he will make a statement on the matter. My Department has received one query regarding this issue which my officials have brought to the attention of the National Transport Authority (NTA), which is the agency responsible for the implementation of the Rural Transport Programme.

Ensuring that all our citizens are transported safely is of the utmost priority for both my Department and its Agencies and to this end the NTA will discuss this matter with the Road Safety Authority (RSA).

Currently, under the existing European Communities Road Vehicles: Type-Approval Regulations 2009 - S.I. 158 of 2009, new vehicles with wheelchair accommodation, including buses, must be fitted with a wheelchair user restraint system before being permitted to enter into service.

Road Traffic Construction, Equipment and Use Regulations (CE&U) are also applicable in the context of the carriage of wheelchair users in vehicles. Under these Regulations wheelchairs must be securely attached to the vehicle using appropriate tie down devices or occupant restraints systems so that no danger is liable to be caused to the individual concerned or to other occupants.

In addition, Large Public Service Vehicles licensed by An Garda Síochána must undergo a physical inspection to ensure compliance with CE&U Regulations before being issued with a license.  The vehicle must be safe, in the opinion of the Garda Public Service Vehicle inspector, for the transport services it is being licensed for.

I have no proposals to introduce further legislation at this stage.

I am advised that the next step for a proposed velodrome would be for Sport Ireland to undertake an appropriate financial appraisal, i.e. a Cost Benefit Analysis, in accordance with the Public Spending Code.  Thereafter, any proposal to proceed would also be subject to the availability of capital funding.

I suirbhé ar an bhfoireann a rinneadh sa bhliain 2012 chun leibhéal an éilimh ar sheirbhísí trí Ghaeilge a ndéileálann an Roinn leis a fháil amach, deimhníodh gurbh an-íseal a bhí an líon cumarsáidí a fuarthas i nGaeilge le blianta beaga anuas, bíodh siad i scríbhinn, ar an nguthán nó ar bhonn duine le duine. School Completion Programme

Deputy Kathleen Funchion asked the Minister for Children and Youth Affairs the number of schools in receipt of funding for the school completion programme; the total amount of funding allocated from her Department for the school completion programme; and the amount by which the total amount of funding has been cut in 2016. The School Completion Programme aims to retain young people in the formal education system to completion of senior cycle and to generally improve the school attendance, participation and retention of young people who are at risk of educational disadvantage. The programme is a targeted intervention aimed at school communities identified through the Department of Education and Skills’ DEIS Action Plan for Educational Inclusion. It provides targeted supports annually to approximately 37,000 children. There are 470 primary and 224 post-primary schools, a total of 694 covered by the Programme nationally.

Since 1st January 2014, Tusla, the Child and Family Agency, under the remit of my Department, has operational responsibility for the School Completion Programme, including the allocation of funds to local projects. The Agency has confirmed that the cost of funding the School Completion Programme this year is €24.756m and that there has been no cut in funding in 2016.

178. Deputy Kathleen Funchion asked the Minister for Children and Youth Affairs the status of the childminding advisory service; and her plans to reinstate it in view of the need for regulation of the childminding sector. [30054/16]

In 2002, the Health Service Executive (HSE) agreed to fund a Childminding Advisory Officer post in each county, who would work with the City and County Childcare Committees (CCCs) funded under the Childcare Programme, implemented by the then Department of Justice, Equality and Law Reform. The role included notifying childminders of training opportunities, providing networking opportunities and supporting the CCCs with their work with childminders.

In recent years, HSE funding for the Childminding Advisory Officer posts has gradually decreased, and is no longer in place in the majority of areas. The funding of the 30 CCCs was also reduced as part of expenditure reviews in recent years. However, the CCCs continue to provide valuable services at local level and supporting the childminding sector is an integral part of their work. As a result, childminders continue to have access to some level of support, training and advice.

My Department provides annual funding to each CCC to enable them to support and advise all childcare providers, including childminders, at local level. In 2016, the total amount allocated to the CCCs was €10.4m. In addition, in 2016 my Department provided €250,000 to the CCCs for disbursement to eligible childminders by way of Childminding Development Grants. My Department also provides annual funding, totalling €2.44m in 2016, to six National Voluntary Childcare Organisations to provide support at a local level to their members. This included €340,000 for Childminding Ireland (CMI), the representative body for childminders. This national association supports quality development in family based care for children. It supports parents with childcare choices and concerns and also childminders.

Under the Child Care Act 1991 (Early Years Services) Regulations 2016, services providing care for children aged 0-6 years who have not yet commenced primary school are required to register their service with the Early Years (Pre-School) Inspectorate in Tusla, and are subject to inspection and report by the Inspectorate on a regular basis. Services covered by the Regulations include full-time, part-time, temporary, overnight, and sessional services, as well as childminders taking care of more than three pre-school children from different families in the childminder's home. Childminders taking care of not more than three pre-school children from different families are not covered by the Regulations.

My Department has asked Childminding Ireland to chair a working group on reforms and supports for the childminding sector. It is expected that this group will produce a Report for my consideration by the end of May 2017. The Group's recommendations will, inter alia, inform future policy in relation to the regulation of the childminding sector as a whole.
