Deputy Eoin Ó Broin asked the Minister for Communications, Climate Action and Environment when the pay-by-weight waste collection system will commence; if he has satisfied himself that the necessary preparations have been undertaken across the State; and if he is considering scrapping plans for its introduction. View answerMy Department is currently reviewing, with industry representatives and regulatory authorities, the introduction of an incentivised pricing system, such as pay by weight, for household waste collection, which is due to be completed by July 2017. Incentivised pricing should encourage householders who prevent, reduce and segregate their waste. Encouraging people to divert waste from landfill is important as we have had two landfill capacity emergencies this year.
In this regard, I also wish to provide more flexibility to the industry so that they will be in a better position to provide householders with options on managing their waste costs under an incentivised charging scheme. Given that we are reviewing more than just the introduction of a ‘per kilogramme pay by weight’ system, there is no necessity for companies to now provide for ‘dual billing’ and ‘opt in/ opt out’ arrangements for kilogramme prices from January 2017.
