427. Deputy Willie Penrose asked the Minister for Agriculture, Food and the Marine the steps he will take to deal with an administrative error in an application for a BPS payment by a person (details supplied) which circumstances have been outlined to his Department; if he will ensure that the appropriate payments in respect of all of the schemes are paid to this person; and if he will make a statement on the matter. An application under the 2016 Basic Payment Scheme was received in my Department from the person named on 25 August 2016, thus incurring a 100% late penalty. My Department has subsequently reviewed this matter and waived the late penalty on grounds of exceptional circumstances.

The person named submitted two 2016 Transfer of Entitlements applications to my Department. Both Transfer applications for 2016 are now fully processed and payment under the Basic Payment Scheme will issue to the person named in the coming days.

The person named has been approved under Tranche 1 of GLAS with a contract start date of 1 October 2015.  The application has no payable actions for the 2015 scheme year therefore the first payment due to the person named is in respect of the 2016 scheme year.

The 2016 prepayment checking process is currently under way with a view to issuing the first instalment representing 85% of total payment before the end of 2016, subject to the successful completion of the required checks.
