Deputy Bríd Smith asked the Minister for Education the number of places in secondary schools currently located in the Dublin 8 area; if she has plans to increase the current number of secondary school places in the area; the number of children resident in the area projected to progress from primary to secondary schools in 2023, 2024 and 2025; her plans to cater for all children unable to find a secondary school place in the area; her position on what constitutes an acceptable commuting distance and commuting time for school children obliged to travel outside Dublin 8 to attend secondary school; and if she will make a statement on the matter. In order to plan for school place needs, my Department divides the country into 314 School Planning Areas and utilises a Geographical Information System to anticipate school place demand.  Information from a range of sources, including Child Benefit data, school enrolment data and information on residential development activity is used for this purpose.  Additionally, Project Ireland 2040 population and housing targets inform my Department's projections to identify where the pressure for school places across the country will arise and where additional school accommodation is needed at primary and post-primary level.

While my Department is aware of enrolment pressures and demand for additional school places in some areas, it is important to note that where enrolment pressures arise, it may not be as a result of lack of accommodation but may be driven by the following factors:

• Duplication of applications – pupils have applied for a place to a number of schools in the area

• School of choice – pupils can’t get a place in their preferred school while there are places in other schools in the town/area

• Some towns/areas have single sex schools and while places are available in the school they are not available to all pupils

• External draw – pupils coming from outside the local area

• My Department's main responsibility is to ensure that schools in an area can, between them, cater for all pupils seeking school places in the area.  In relation to school admissions, it is the responsibility of the managerial authorities of all schools to implement an enrolment policy in accordance with the Education Act, 1998.

• Where demographic data indicates that additional provision is required, the delivery of such additional provision is dependent on the particular circumstances of each case and may, be provided through: 

• Utilising existing unused capacity within a school or schools,

• Extending the capacity of a school or schools,

• Provision of a new school or schools.   

There can be a high degree of inward and outward mobility of children between School Planning Areas, particularly in urban areas, and parents are free to apply to enrol their children in any school, whether that is in the School Planning Area in which they reside or not.

There are 5 Post Primary schools in the Dublin 8 School Planning Area.  The published school’s enrolment data for the 2022/23 academic year reported 1,147 enrolments in post primary schools in the Dublin 8 School Planning Area.  Surveys conducted during the academic year indicated additional available capacity at these schools. 

The enrolments for 6th class for 2022 was 430.  The intake level at Post Primary for Dublin_8 is 55% - the intake pattern shows the percentage of children attending 6th class in primary schools in this SPA that enrolled in 1st year in a Post Primary in the SPA in the previous 2 years.  62% of First years attended primary school within the SPA.

The most recent projections for Dublin 8 School Planning Area indicate a slight increase in requirements at post primary level up to 2031 followed by a projected reduction in enrolments thereafter. 

A new co-educational, multi-denominational school under the patronage of Educate Together was established to serve the Dublin 8 School Planning Area, along with Dublin 2, Dublin 4, Dublin 6, Clonskeagh School Planning Areas as a regional solution.  In 2020 the school opened in interim accommodation and the major project, which will provide for a 1,000 pupil school when complete, is currently at stage 3. This new school will reduce pressure on schools in the Dublin 8 School Planning Area.  

The Department will continue to liaise with Local Authorities in respect of their County Development Plans and any associated Local Area Plans with a view to identifying any potential long-term school accommodation requirements across School Planning Areas including in Dublin 8.

The project to which the Deputy refers was approved funding under my Department's Additional School Accommodation scheme for the provision of five general classrooms, one music room, one science laboratory, and a science preparation area.

The project is devolved for delivery to the school authority which has submitted a stage 1 architectural design report which is current being reviewed by my Department's Professional & Technical staff. This review is nearing completion and a decision will issue to the school authority shortly. My officials will continue to work closely with the school authority thereafter in order to ensure this important project progresses as quickly as possible.

The project for the school to which the Deputy refers is devolved for delivery to Kildare & Wicklow Education & Training Board (KWETB). The project is to provide an extension to the existing school, the demolition of a section of the building and the refurbishment of some of the existing buildings.

In April 2023, my Department approved a submission from the school authority to increase the original brief in the context of a significant increase in projected new enrolments in the area. This allowed for a project to cater for a 1,000 pupil school plus 6 special education needs classes. The school's design team will therefore submit revised plans to incorporate the increase in advance of the school authority seeking the necessary planning approval. My Department is engaged with the school authority and expects to receive the new design submission shortly.

At this stage it is not possible to provide an accurate timeline for the project. KWETB will be engaging directly with the school community to keep it informed of progress.

Intake Ratio at Secondary Level

Data supplied is for academic years 2016-2022 for 1st years in each SPA based on the previous 6th class in each SPA. Where the percentage is greater than 100% for an SPA, the number of pupils attending 1st year in the SPA is greater than the number of pupils living in the SPA when enrolled in 6th class in the previous year.  As individualised data is not available for primary pupils years prior to 2015, the introduction of the Primary Online Database, we cannot supply data for years prior to 2016.

The School Transport Scheme is a significant operation managed by Bus Éireann on behalf of the Department of Education.  In the 2022/23 school year, over 149,000 children, including over 18,000 children with special educational needs, were transported on a daily basis to primary and post-primary schools throughout the country. 

There has been an increase of 21% in tickets issued to eligible students and 38% in tickets issued on a concessionary basis in the 2022/23 school year compared to the 2021/22 school year.

In addition, school transport scheme services are being provided in the current school year for over 5,400 children who have arrived to Ireland from Ukraine.

The total cost of the scheme in 2022 was €338.9m.

The purpose of the Department's School Transport Scheme is, having regard to available resources, to support the transport to and from school of children who reside remote from their nearest school.

It remains that children are eligible for transport at primary level where they reside not less than 3.2 kilometres from and are attending their nearest national school, and at post-primary level where they reside not less than 4.8 kilometres from and are attending their nearest post-primary school/education centre as determined by the department/Bus Éireann, having regard to ethos and language.

Children who are eligible for school transport and who have completed the application and payment process on time will be accommodated on school transport services where such services are in operation.

Children who are not eligible for school transport, but who complete the application and payment process on time, will be considered for spare seats that may exist after eligible children have been facilitated; such seats are referred to as concessionary seats.

Because of the nature of concessionary transport for non-eligible children and the priority of providing places for eligible children, there may be an excess of demand over supply for concessionary places, in these cases Bus Éireann will allocate tickets for spare seats using an agreed selection process.

In addition, temporary alleviation measures will continue for the 2023/24 school year, pending completion of the school transport scheme review. This means that transport will be provided where such services are in operation for post-primary pupils who are eligible for transport to their nearest school and are attending their second nearest school and who apply and pay on time.

Bus Eireann review all new and existing applications and plan routes during the summer months for the upcoming school year. Bus Eireann consider the establishment of a route if at least 10 applications are received from eligible families from a distinct location before the application closing date, this being 28th April 2023 and the payment closing date of 9th  June 2023 for the 2023/2024 school year.

Pending completion of the School Transport review, there will be no removal or downsizing of buses/routes for the 2023/2024 school year.

Any new applications made after the closing date of 28th  April 2023 are considered late applications and families are not guaranteed a seat. A late application may mean that a ticket is not available.

I am pleased to advise that approval under the Additional School Accommodation scheme issued to the school in question for the provision of a Modular special education needs (SEN) class, a mainstream classroom and a SET room.

The project is being delivered under the Department’s Devolved SEN Reconfiguration and Modular Accommodation programme. The Department has a significant modular accommodation programme in place to assist schools in the provision of additional capacity, including in respect of facilitating the establishment of special classes.

This programme involves the use of Project Management supports which is designed to enable the accommodation to be provided as quickly as possible and help ease the administrative workload for school authorities in relation to the management and delivery of projects. The use of the Department’s Modular Accommodation Framework also assists in ensuring lead in periods for procurement of modular accommodation are minimised to the greatest extent possible. To date, this has worked very well in the education sector and has seen delivery of large scale, high quality modular accommodation to meet the needs of children, particularly those with special educational needs.

The Department is working closely with the Project Management teams and the modular accommodation suppliers to ensure additional capacity for the schools sector is delivered as quickly as possible. While the position continues to evolve, it is envisaged that the bulk of the overall modular accommodation requirements will be dealt with over the course of Term 1 of the new school year. 

The Department is working closely with school authorities on contingency planning arrangements and putting any necessary supports in place.

My Department has reached agreement in principle to acquire lands from Wexford County Council for the development of the new school campus, subject to contract and the approval of the Elected Members of Wexford County Council. 

My Department will continue to work closely with Waterford and Wexford ETB to facilitate the school building project. WWETB will keep the school authorities appraised on the progress through the various design stages of this project.

My Department has a site for the school and a project to deliver a new 400 pupil post-primary school building is in the initial stage of design.

My Department continues to engage with the school’s patron on a regular basis about all of its schools in rented accommodation including the school referred to by the Deputy.

I can confirm to the Deputy, that my Department is in receipt of an application for capital funding, under the Additional School Accommodation (ASA) scheme from the school in question.

The purpose of the ASA scheme is to ensure that essential mainstream and special education classroom accommodation is available to cater for pupils enrolled each year and where the need cannot be met by the school’s existing accommodation.

I can assure the Deputy that my Department is working to ensure that there is appropriate school accommodation in place to meet the school place needs of all children.  In the first instance, this is focused on ensuring that the use of existing school accommodation capacity is fully optimised.  Where additional capacity is required this can be provided by means of modular accommodation where accelerated delivery is required, or by means of traditional construction projects. 

I can confirm that officials in my Department have been liaising with the school in question in relation to its application and accommodation requirements for the 2023/24 school year. 

The application is in the final stage of assessment and when this is completed the School Authority will be notified of the decision.

The main categories of grants paid to primary schools are:

• Capitation grants to cater for day to day running costs such as heating, lighting, cleaning, insurance, general up-keep,

• Ancillary grants to cater for the cost of schools employing ancillary services staff. Note: Teachers or SNAs employed by primary schools are paid directly by my Department and are not funded through the grants paid to schools. 

• Minor works grants to assist with improvements to school buildings. 

• ICT grants to purchase IT related services and equipment.

In recent years emergency grant funding, on a temporary basis, was also allocated to primary schools for:

• COVID-19 supports to provide for enhanced cleaning, supervision, PPE and hand hygiene.

• Cost of living supports to meet additional energy costs and other increased day to day school running costs.

As the Deputy is aware, the school referred to was approved substantial funding under my Department's Additional School Accommodation scheme for the provision of a mainstream classroom, a music room, a textiles room, an art room, graphics room, two multimedia rooms, a science laboratory  and preparation area, two technology and shared areas and a three special educational needs class base. 

The project is devolved for delivery to the school authority which appointed a design team to progress the project through the various stages of architectural design, planning and construction. This team's stage 1 design report is currently being reviewed by my Department's professional and technical officials and is nearing completion. My Department will revert to the school directly with the outcome of this review shortly.

The school building project for the school referred to by the Deputy will deliver a new 1,000 pupil post-primary school building and accommodation, including four classrooms, for children with special educational needs. This project is being delivered under my Department's Design and Build programme.

The Invitation to Tender issued on the 18th April 2023 for the project referred to by the Deputy, as part of a bundle of projects issued my Department's Framework of Design & Build Contractors.

The tender process currently takes approximately 8-10 months.  Once a Contractor has been appointed, it is anticipated that construction would commence shortly thereafter.
