419. Deputy Denis Naughten asked the Minister for Enterprise, Trade and Employment if he will list the ongoing research commissioned under the remit of his Department through the North-South Ministerial Council, Shared Island Initiative or through other all-island arrangements; if he will outline the research that has been completed; the date of publication of the research since the signing of the Good Friday Agreement; and if he will make a statement on the matter. InterTradeIreland is one of six North-South Implementation Bodies established under the 1998 Belfast-Good Friday Agreement that works on an all-island basis. InterTradeIreland’s remit is to promote trade and business development on an all island and cross border basis. InterTradeIreland is funded by the Department of Enterprise, Trade and Employment in Ireland and the Department for the Economy in Northern Ireland, on a 2:1 ratio.  

As the North South body responsible for trade and business development, ITI plays a key role in producing North-South research relevant to my Department’s remit. Since the establishment of InterTradeIreland the Department of Enterprise, Trade and Employment has supported them in many research projects. The Shared Island Unit in the Department of the Taoiseach is also playing an important role in exploring opportunities in the all-island economy through its research programme. The purpose of the Shared Island research programme is to provide high-quality evidence and analysis on the opportunities, and the challenges, around deepening cooperation and connections on the island. The unit is working with the National Economic and Social Council (NESC), Economic and Social Research Institute (ESRI), Irish Research Council (IRC) and other partners. Research is progressed in consultation with lead Departments. 

Over the past three years the Shared Island unit have worked closely with the Economic and Social Research Institute as part of their research partnership. Outputs from this partnership include papers on the Cross-Border Trade in Services, Enhancing attractiveness of the island of Ireland to FDI, and Modelling Productivity Levels in Ireland and Northern Ireland.
