The Sports Capital and Equipment Programme (SCEP) is the primary vehicle for Government support for the development of sports and recreation facilities and the purchase of non-personal sports equipment throughout the country. Over 13,000 projects have now benefited from sports capital funding since 1998 bringing the total allocations in that time to over €1.15 billion. The Programme for Government commits to continuing the SCEP and to prioritising investment in disadvantaged areas.

The latest round of the SCEP (2023) closed for applications on Friday 8 September, 2023. A preliminary examination of the submitted applications demonstrates that the Programme has again generated a very large number of applications, including one from the organisation to which the Deputy refers. The total number of 3,210 applications exceeds the record number submitted under the last (2020) round.

The "Scoring System and Assessment Manual" for the 2023 round has been finalised and published along with a list of all applications received by county including the relevant sport type for each application received. The detailed assessment work has commenced and it is planned to assess the "equipment-only" applications first and announce these grants in the coming months. Work will then commence on assessing the capital applications with the allocations to be announced later.

My Department makes an annual payment to the Climate Action Fund scheme, administered by the Department of the Environment, Climate and Communications to offset emissions for travel on commercial flights, in accordance with Circular 01/2020 (D/PER).

Since its inception in 2008, the National Famine Commemoration has taken place in each province on a rotating basis. The Government, on 1 May 2018, approved the designation of the third Sunday of May each year as the National Famine Commemoration Day.

The National Famine Commemoration Committee, has responsibility for considering and developing appropriate arrangements for the National Famine Commemoration. This commemoration is an opportunity for the State and communities across the country to honour the memory of those who were lost to death and emigration due to the Great Famine.

Given that no part of the country was unaffected, including the communities on our coastal islands, it is appropriate that the National Famine Commemoration is held in a different location every year, allowing for local community involvement which is unique to this national State commemoration.

In line with previous years, the arrangements for the holding of the State commemoration are decided each year following consultation with the relevant local authority and prospective host community. As such, the location of the 2025 commemoration will be subject to the same consultation and agreement.

I propose to take Questions Nos. 230 and 231 together.

Addressing female participation in sport and physical activity is an important element of the National Sports Policy 2018-2027 and is a core priority for myself, for Minister Martin and for the Government. The provision of good player welfare is a key element in any sport and is, in the first instance, the responsibility of the relevant National Governing Bodies of Sport (NGBs).

 The National Sports Policy recognises the importance of women's participation in leadership positions such as board members of NGBs. The Sports Action Plan set a target for all NGBs to achieve 40% gender representation on their boards by the end of 2023. It is a priority to enable women to take more leadership positions in sport and the 40% target reflects this prioritisation. The most recent Board Composition Snapshot, from last December, shows that the average percentage of women on boards across the sport sector in Ireland - NGBs, Local Sports Partnerships and other organisations - is 44% which is a significant increase from 24% in 2019.

Following the publication of the Future of Media Commission Report in July of 2022 and its accompanying recommendations - which was a wide ranging review of Ireland’s media environment - our new media regulator Coimisiún na Meán is currently developing a Gender, Equality, Diversity and Inclusion strategy to progress diversity standards across the media sector.

The development of the strategy will, in part, be informed by a review of the BAI (Broadcasting Authority of Ireland) Gender Action Plan and by widespread consultation with the audio and audio-visual industry as well as representative groups and other stakeholders, including sporting bodies. Some of the key principles for this strategy include the breaking down of barriers to advancement of women and members of minority groups in the media sector.

The strategy is expected to be published in the coming months, and following its publication, Coimisiún na Meán will develop a set of diversity standards for the sector, including the development of a strategic plan for sports broadcasting and promotion, and an inclusion strategy for sports reporting and broadcasting.

Under the Sports Capital and Equipment Programme, the published marking scheme is designed to favour projects that promote female participation in sport. Capital funding will not be allocated unless the applicant confirms in writing that it is in compliance with the provisions of the Equal Status Acts. In relation to applications for local projects which accommodate both men and women, applicants that do not provide access to its facilities, on similar terms, to men and women will not be eligible for capital funding. Applications for local projects that do not benefit both men and women will not be eligible for capital funding unless there are alternative similar facilities available locally. In relation to applications for national/regional projects, applicants will be required to set out their facility access policy which provides for similar access for men and women. However, as one of the stated objectives of this Programme is to increase female participation, all applications (i.e. local and regional) for funding of women-only facilities will be deemed valid for consideration.

Since 2021 this Department has provided additional funding to Sport Ireland for enhanced support of female inter-county gaelic games players on an equivalent basis to that being provided for their male counterparts, further demonstrating the Government’s commitment to equality in sport.  Under this scheme, Sport Ireland distributes €5.6 million in respect of the Government Support for Inter County Gaelic Games in addition to the annual investment in Games Development. This funding is payable to the GAA who, in collaboration with the LGFA, Camogie Association and the GPA, are responsible for its distribution to teams and players along with its reporting and oversight.

 As you will be aware, there is an ongoing process in place relating to the integration of the Camogie Association, the GAA and the LGFA. Conscious of the good progress being made on the integration process under the leadership of Mary McAleese, I hope that progress can be made across the board on providing equitable standards for female intercounty players.

 In relation to attendance levels at games this is a matter for the relevant NGBs as all NGBs, including the GAA, the Camogie Association and the LGFA, are independent, autonomous bodies and are responsible for the promotion of and attendance levels at their games. Attendance at games and the decision to participate or not in any sport are ultimately questions for individual choice and decision. 

 Sport Ireland is the statutory body with responsibility for the governance oversight of NGBs and the allocation of funding to NGBs under its various programmes.  I have referred the Deputy's question in relation to funding to the gaelic games NGBs for direct reply in this regard. The facility referred to by the Deputy was funded under the SCEP and it is a standard condition of the grant agreement that grantees must maintain adequate insurance. Accordingly, it would be expected that reinstatement of this particular facility should be achieved under the club's insurance cover in the first instance.

A preliminary examination of the submitted applications demonstrates that the Programme has again generated a very large number of applications, including one from the organisation to which the Deputy refers. The "Scoring System and Assessment Manual" for the 2023 round has been finalised and published along with a list of all applications received by county including the relevant sport type for each application received. The detailed assessment work has commenced and it is planned to assess the "equipment-only" applications first and announce these grants in the coming months. Work will then commence on assessing the capital applications with the allocations to be announced later.

Should the club be successful in its application for capital funding, my officials would be happy to engage with the club on its priorities for the allocation of such funding to take account of the damage suffered to its facilities.

In 2022, in line with a commitment in the Programme for Government, my Department commissioned the company, BDO, to carry out a review of the process by which the board of Údarás na Gaeltachta is appointed.  A copy of the review conducted by BDO is available at the following link - www.gov.ie/en/organisation-information/0ba1e-board-of-udaras-na-gaeltachta/.

Following on from this review, in December 2022, Government approved the General Scheme of a Bill to give effect to a new approach in relation appointments to the board of Údarás na Gaeltachta. 

Pre-legislative scrutiny of this General Scheme was undertaken by An Comhchoiste Oireachtais don Ghaeilge, don Ghaeltacht, agus do Phobal Labhartha na Gaeilge early last year and the Committee published its report in July last.

The Committee's recommendations are currently being scrutinised by my officials and, on completion of this work, it is my intention to publish the Bill at the earliest possible date.

In accordance with the provisions of the Gaeltacht Act 2012, the Board of Údarás na Gaeltachta consists of five members nominated by Local Authorities with Gaeltacht areas under their jurisdiction, as well as seven other members selected by the Minister following a public competition organised by the Public Appointments Service.

Proposals to amend existing legislation - which included a proposal that members of local authorities, the Houses of the Oireachtas or the European Parliament would be ineligible to serve on the board of An tÚdarás - were approved by Government in 2022 and underwent pre-legislative scrutiny last year. 

Recommendations arising from the pre-legislative scrutiny are currently being reviewed by my officials.  On completion of this work, it is my intention to publish the amending legislation  with a view to providing members of both Houses with the opportunity to debate its contents in the normal way.

Housing for All is the Government’s plan to increase the supply of housing to an average of 33,000 per year over the next decade. This includes the delivery of 90,000 social homes, 36,000 affordable purchase homes and 18,000 cost rental homes. Housing for All is supported by an investment package of over €4bn per annum, through an overall combination of €12bn in direct Exchequer funding, €3.5bn in funding through the Land Development Agency and €5bn funding through the Housing Finance Agency.

My Department publishes comprehensive programme-level statistics on a quarterly basis on social housing delivery activity by local authorities and Approved Housing Bodies (AHBs) in each local authority. This data is available to the end of Q3 2023 and is published on the statistics' page of my Department’s website at the following link: gov.ie - Overall social and affordable housing provision (www.gov.ie)

Data for Q4 2023 is currently being collated and will be published shortly. Traditionally, the delivery of social housing by local authorities builds throughout the year and the bulk of delivery is achieved in Q4. 

My Department also publishes the Social Housing Construction Status Report (CSR). The CSR provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes. The most recent publication was for Quarter 3 2023. All Construction Status Reports are available at the following link: www.gov.ie/en/collection/cb885-social-housing-construction-projects-status-reports/.

Under Housing for All, each local authority was required to prepare a Housing Delivery Action Plan. This Plan sets out details of both social and affordable housing delivery as appropriate over the period 2022-2026, in line with targets set under Housing for All. In preparing the Plans, local authorities were required to include details of land available to deliver housing and details of land acquisition requirements. The Plans also include details of the locations and delivery streams for social housing schemes. The Plans have been published on local authority websites. Planning statistics are compiled by each planning authority on an annual basis for collation and publication on my Department’s website at the following link: www.gov.ie/en/service/9e4ee-get-planning-statistics/.

 The data collected relates to the total number of applications and decisions for all developments that require planning permission, broken down by year and planning authority. While the information for Mayo County Council for 2022 is available, the information requested for 2023 is not yet available and will be made available once collated by my Department at the above link.

 In the meantime, the information requested could be sought directly from Mayo County Council.

In relation to affordable housing, data for affordable housing delivery is published on a quarterly basis, similar to social housing delivery. This data is published up to Quarter 3 2023 and is available on my Department's website:

Local Authorities are in the process of systematically collating information on delivery of social, affordable purchase and cost rental homes in their administrative areas for Quarter 4 2023. This data is currently being verified. I expect that my Department will be in a position to report on delivery of affordable and social housing for 2023 by end Q1, in line with the usual publication timelines for previous quarters.
