Deputy Éamon Ó Cuív asked the Minister for Finance when the temporary wage subsidy scheme commenced; the date on which a decision was made that this payment would be liable to tax and USC; the date legislation was passed giving effect to this decision; the reason employers were not instructed to tax this payment at source; the total tax due to the Revenue Commissioners as a result; if his attention has been drawn to the fact that many employers were not aware that this payment was taxable and therefore only topped up employees’ salaries or wages to the previous level while on this payment, thus now leaving them with an effective cut in net take-home pay for this period; and if he will make a statement on the matter.
