Sub-Committee on Jobs, Enterprise and Innovation to discuss Industrial Relations (Amendment) (No. 3) Bill

Representatives from IBEC, ICTU, Unite, the Local and the Jobs Alliance will attend the Oireachtas Committee on Jobs, Social Protection and Education today, 14th February, to discuss the Industrial Relations (Amendment) (No. 3) Bill 2011. The Committee will also meet with Rossa A Fanning, BL to discuss the outcome of the High Court Joint Labour Committee case.

Chairman of the Committee Deputy Damien English said: “The main purpose of the Bill is to reform the system for the making of Employment Regulation Orders (EROs) and Registered Employment Agreements (REAs). The EROs and REAs procedures are wage setting mechanisms for certain workers and this Bill aims to restore the constitutionality of the ERO system, following a High Court ruling on July 7th 2011. The Bill allows Joint Labour Committees (JLCs) to set a basic adult rate of pay, and two higher rates while taking account of factors such as unemployment rates and competitiveness. The Bill provides for companies to derogate from EROs and REAs in cases of financial difficulty once specified criteria are met. Sunday premium rates will no longer be set by JLCs, but will be governed by a Statutory Code of Practice to be prepared by the LRC. Today, we will have an opportunity to get the views of IBEC, ICTU, Unite and the Local Jobs Alliance on the Bill, while members of the Committee will have a chance to raise any issues they may have on the legislation.”

This meeting will take place on Tuesday, 14th February in Committee Room 2, Leinster House 2000 at 2.00pm.
