Sub-Committee to discuss Construction Contracts Bill 2010

The Committee Stage of the Construction Contracts Bill 2010 will take place on Wednesday, 15th May 2013 when Minister of State with responsibility for the OPW and Public Service Reform Brian Hayes comes before the Sub-Committee on Public Expenditure and Reform.

Sub-Committee Chairman Ciarán Lynch said: “The Bill, which was first introduced by Senator Fergal Quinn in the Seanad in May 2010, comes before the sub-Committee tomorrow. It aims to regulate payment and certain other matters under construction contracts and should improve payment practices in the construction industry. It will see the introduction of a statutory right to interim payments at specified times during the course of a construction contract, while the so-called ‘pay when paid’ clauses will be prohibited. It will also provide for a dispute resolution procedure for the resolution of payment disputes. Tomorrow, the Bill will receive detailed consideration and members will have the opportunity to propose and discuss any amendments to the legislation as published.”

“A sustainable construction industry, with business partnerships based on a fair and reasonable footing, is necessary in Ireland’s recovery. We need robust legislation to ensure that all businesses involved in the industry do not suffer the same level of financial exposure as has been the case in the past due to a lack of formal contracts, poor payment practices and speedy resolution of disputes.”


This meeting will take place at 2pm on Wednesday, 15th May 2013 in Committee Room 4 Leinster House.
