Social Protection Committee to continue consideration of child and family income supports

The Oireachtas Joint Committee on Education and Social Protection meets with representatives from the End Child Poverty Coalition and the National Women’s Council of Ireland (NWCI) on the recently published Mangan report.

The report by the Advisory Group on Tax and Social Welfare on Child and Family Income Support Payments, published in February, recommended a universal child benefit payment for all, with top-up payments available to those most in need. Access report.

Chair of the Committee Joanna Tuffy TD says: “On publication of the report earlier in the year, the Minister for Social Protection Joan Burton requested that our Committee considers its recommendations. This is a complex and sensitive area which warrants detailed and careful debate. Having met in March with Ita Mangan and her colleagues, our Committee wish to advance discussion and explore options on this hugely important policy area which impacts significantly on families across the country.

“One of the key recommendations of the report was the introduction of a two-tier child benefit system. The End Child Poverty Coalition is a partnership of eight prominent non-governmental organisations working together in combatting child poverty, while the NWCI is the representative organisation for women and women's groups in Ireland, with almost 200 member organisations. The meeting tomorrow will explore the distinct perspectives of the Coalition and the Council on what policy approaches they see as necessary in social welfare supports for families.”

The meeting takes place tomorrow 22 May at 1pm in Committee Room 3. It will commence in private with scrutiny of a series of EU legislative proposals COM (2011) 607, COM (2012) 152, COM(2013) 145 and COM (2012) 55. Committee proceedings can be followed live here.
