Examination by the PAC of issues relating to the cancellation of penalty points

The Committee of Public Accounts, having received information from a whistle-blower alleging inappropriate cancellation of penalty points, has now considered this information and has decided to carry out an analysis of it in its examination of the controls, protocols, procedures and systems in place in the penalty point system and, in particular, the system in place for the cancellation of penalty points.

The whole issue of the cancellation of penalty points is the subject of a report from the Comptroller and Auditor General which is due to be examined by the Committee. The Committee is due to take evidence in public from the Garda Commissioner on 23rd January 2014.

Chairman of the Committee John Mc Guinness outlined that the Committee is entitled under law to receive and use this information. The information received from the whistle-blower will, for legal reasons, be anonymised and thereafter analysed in order that the Committee can fully examine the penalty point system. The Committee wants to ensure that the appropriate controls are in place in relation to the cancellation of penalty points as any weaknesses in the system could potentially result in a significant loss of revenue to the State.
