IFAC to discuss its Pre-Budget 2020 Statement with Oireachtas Budgetary Oversight Committee

The Irish Fiscal Advisory Council (IFAC) will discuss its pre-Budget 2020 Statement with members of the Oireachtas Budgetary Oversight Committee in Leinster House, Committee Room 2 on Wednesday, 11 September.

IFAC chairman, Seamus Coffey and chief economist Dr Eddie Casey are among the organisation’s representatives scheduled to appear before the Committee to answer questions from TDs at approximately 4p.m.

Budgetary Oversight Committee, chairman Colm Brophy TD said: “IFAC’s  annual pre-Budget statement is being published on Wednesday morning.

“Given the importance of this pre-Budget report providing independent external analysis, this is an extremely valuable opportunity for our Committee to meet with IFAC and consider its views. It’s also a timely opportunity to meet with IFAC in advance of our meeting with the Minister for Finance, Paschal Donohoe, next Tuesday to discuss preparation for Budget 2020.”

The Budgetary Oversight Committee will begin Wednesday’s meeting in private session between 1.30p.m and 3p.m.

The Irish Tax Institute is due to before the Committee at approximately 3p.m. as TDs continue their scrutiny of tax expenditures.

Witnesses on behalf of the Irish Tax Institute are; Anne Gunnell, Director of Tax Policy and Representations and Clare McGuinness, Senior Tax Policy Manager

The focus of this session is the:

  • Research and Development (R&D) tax credit
  • Special Assignee Relief Programme (SARP)
  • Film relief (Section 481 investment in film)
