In Committee on Finance. - Vote No. 69—Advances for Compensation under the Intoxicating Liquor Act, 1927.

I move:—

Go ndeontar suim bhreise ná raghaidh thar £300 chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1930, chun Roimhíocanna leis na Cistí Cúitimh a bunuíodh fén Acht Deocha Meisciúla, 1927 (Uimh. 15 de 1927).

That a supplementary sum not exceeding £300 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1930, for Advances to the Compensation Funds established under the Intoxicating Liquor Act, 1927 (No. 15 of 1927).

The necessity for this Supplementary Estimate of £300 arose from the fact that certain County Registrars when supplying figures on which the original Estimate was based, omitted to include costs which had been awarded under Section 42, sub-section (3) (c) of the Act, with the result that the original Estimate was short the amount required by £249 9s. 6d. It was discovered that there were certain clerical errors in the particulars which were available in respect of the allocation orders when the Estimate was made up and that possibly another £50, making a total of £300, will be required.

Could the Minister give any information as to the operation of this Act, whether it has been suspended and whether the Government really intend to put it into force?

As a matter of fact, I have nothing to do directly with the operations of the Intoxicating Liquor Act. I understand, however, that applications to have licences abolished were suspended for one year for the purpose of having some consideration given to the way in which the Act was operating and to its effects generally so far as they could be judged from the one year in which there had been abolitions. As I say, I have no direct responsibility for it, but the proposal of the Department of Justice, which was agreed to, is merely to suspend for one year, or to let one year slip during which there would be no applications for abolition, and afterwards to resume the procedure which the Act provided for, of reducing the number of licences gradually.

When will the year expire?

I could not tell you. I expect that next September the applications will be resumed.
