Ceisteanna—Questions. Oral Answers. - Depredations of Foreign Trawlers.

asked the Minister for Lands and Fisheries what better arrangements he has in contemplation for the more efficient policing of our fishing grounds against the depredations of foreign trawlers and when he hopes to put these arrangements into effective commission; and if, pending such arrangements, he would endeavour by mutual agreement, with England and the Continental countries whose nationals fish off our coast, to extend the limit for trawlers of those countries from three to six miles from the nearest point of land.

The question of the more effective policing of the exclusive fishery limits of the Saorstát is still under examination.

The subject of the extent of territorial jurisdiction at sea engaged the attention of an International Committee for the codification of International Laws recently, which failed, however, to reach an agreement on this point. In the circumstances, I do not think that I could usefully at the present moment take the step suggested in the latter part of the question.

Arising out of the Minister's reply is he aware that trawling by any class of large steam trawler of any nationality within three miles would nullify any attempt in the matter of protecting inshore fishing?

Steps are being taken in the matter.

Would the Minister state whether the disagreement at the International Conference was on the point of difference as between a three to six miles and six to twelve miles limit?

It was on the question as to the width of the territorial sea.

But was the special point that was at issue on the question a three to six miles or six to twelve miles limit?

I have not sufficient information on that point.

It arises out of the question.

Would the Minister say if there is any possibility of these negotiations being reopened, because this is a very important matter?

At the present time, I do not propose to reopen them.

It is a very important matter for the fishing industry.
