Public Business. - Vote 46—Primary Education.

I move:—

Go ndeontar suim bhreise ná raghaidh thar £4,250 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1933, chun Costaisí Bun-Oideachais, maraon le Deontaisí i gCabhair do Chiste Phinsin na Muinteoirí.

That a supplementary sum not exceeding £4,250 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1933, for the expenses of Primary Education, including Grants-in-Aid of the Teachers' Pension Fund.

Under sub-head B. there is an item of £150, largely caused by the fact that in accordance with the policy of endeavouring to give the fullest possible facilities to candidates in the Gaeltacht, for preparation for Preparatory Colleges, we have had additional centres and expenses. The new Estimate in that respect is £150. With regard to sub-head C.1 the amount is £9,000 and that arises in connection with the case of teachers, some fifty of whom were either dismissed by the last Government or had salaries withdrawn from them, or were unable to carry on with their work as teachers. The principle that the Government has decided to carry out, in connection with these teachers, is that in the Gaeltacht, in the period where a teacher was not actually in service and carrying out his or her duty at teaching work or was not paid, we are paying in respect to his or her service for the period.

In respect to teachers who were either prevented from attending to their school work by Government action or on account of their political activities and were not carrying on their teaching work, they are not to be paid in respect to that, but they are going to be allowed, in regard to their pension rights, for the periods during which they were absent from their work. The sum of £7,000 has already been paid out to those teachers and a further sum of £2,000 is required. As against the expenditure of £9,000 in this connection, plus the sum of £150 under sub-head B, for examinations, we have a saving of £5,400 on the other sub-heads. We have a deficiency in appropriation in aid of £500. There is also the cost of the additional students from the Gaeltacht areas in the preparatory colleges. In most cases they do not pay fees; therefore there is a falling off in the appropriation in aid in respect to that. The sum total of the estimate is £9,150.
