Local Government Bill, 1933—Report Stage.

I move amendment No. 1 on behalf of the Minister for Local Government and Public Health:—

In page 3, Section 3 (e), after the word "Minister," line 36, to insert the words "for Local Government and Public Health," and before the word "Minister" in lines 37 and 38 to insert the word "said."

Amendment agreed to.

I move amendments Nos. 2 and 3:—

In page 5, Section 6 (1), line 25, after the word "may" to insert the words "with the sanction of the Minister."

In page 5, Section 6 (1), line 26, after the word "person" to insert the words "or his personal representative."

I move amendment No. 4:—

In page 5, Section 7 (1), line 40, after the word "person" to insert the words "or to the personal representative of any person."

I should like to say another word on this Bill. In speaking on the Second Reading I expressed the view that in the opinion of the Party with which I am associated it was a sensible thing to do away with tests and declarations of the kind referred to in the Bill. I stated at the same time that we were not reconciled to putting further expense, as the Bill proposed to do, on the taxpayers and ratepayers of the country. Holding that divided view about the Bill we abstained from voting on the Second Reading either for or against it, but I just want to make it plain once again that we do wish to enter a protest against this kind of expenditure. Our feeling is that there has already been too much largesse in this country through political bias of one kind or another. Speaking for myself, I would much rather vote in favour of the distribution of public money to hard working citizens who had abstained from seeking the political limelight and had devoted themselves to building up the welfare of Ireland by doing a job of work, as well as they knew how, throughout their lives.
