Financial Resolution No. 1. - Financial Resolution No. 13—Customs and Excise.

I move:—

That where, after the passing of the Act giving statutory effect to this Resolution, drawback is payable in respect of tobacco, such drawback shall, notwithstanding anything contained in any other enactment, be allowed and paid at such rates as the Revenue Commissioners shall determine.

This is the Resolution giving the Revenue Commissioners powers to determine the amount of drawback that will be payable in respect of certain tobaccos.

What is the basis?

This Resolution merely gives them power to determine the amount of the drawback. The Revenue Commissioners will have to determine whether it is home-grown tobacco or other tobacco.

Is it by smoking it they will determine it?

I think the Deputy might write to the Revenue Commissioners for that information.
