asked the Minister for Finance if he will state the number of civil servants, including officers of Customs and Excise, who made applications for certificates of naturalisation under the Irish Nationality and Citizenship Act, 1935; the regulations under which aliens are admitted to the Civil Service, and whether it is proposed to revise or cancel such regulations.

Two civil servants have made applications for certificates of naturalisation under sub-section I (1) of Section 3 of the Irish Nationality and Citizenship Act, 1935. Admission to the Civil Service is normally by way of competitive examination subject to Section 4 of the Civil Service Regulation Acts, 1924 and 1926 which provides that the examinations shall be open to all persons desiring to attend them who were born in Ireland of Irish parents, or who are the children of such persons, or are citizens of Saorstát Eireann or the children of such citizens. In the comparatively few cases where special technical or professional qualifications and experience are required exceptions to the normal procedure are made under Section 6 of the Civil Service Regulation Acts. Temporary appointments may, in special circumstances, be excluded from the operation of the Civil Service Regulation Acts by adding them to the schedule to these Acts. In such cases there is no statutory restriction as to the nationality of the person to be appointed. It is not proposed to amend the Civil Service Regulation Acts.
