Ceisteanna—Questions. Oral Answers. - National Health Insurance Society.

asked the Minister for Local Government and Public Health if he will state the number of persons transferred from the staffs of the former approved societies to the service of the National Health Insurance Society; the number of persons in the employment of the former approved societies who were superannuated or otherwise compensated, and the total expenditure to date in respect of (a) pensions, and (b) gratuities to the former employees of approved societies.

(1) The number of persons transferred from the staffs of former approved societies to the service of the Unified Society was 374; (2) the number of persons attached to former approved societies who were paid compensation under Sections 22 and 23 of the Act of 1933 was 2,526 (at December 31st, 1937); (3) the total expenditure in respect of compensation under Sections 22 and 23 of the Act of 1933 was (a) pensions—nil, and (b) gratuities, £143,902 (up to December 31st, 1937).

asked the Minister for Local Government and Public Health if he will state the total number of persons now employed (a) indoor, (b) outdoor, by the National Health Insurance Society; the number of persons in each case transferred from the employment of the former approved societies, and the average annual rate of remuneration in each case.

I have no functions as regards the present number of staff employed by the society or as to the rate of remuneration of its staff, with the exception of the secretary and the treasurer, and I am, therefore, not in a position to supply the information asked for in parts 1 and 3 of the question.

The number of persons in the employment of the Unified Society, at December 31st, 1937, who were transferred from the employment of the former approved societies was (a) indoor, 131; (b) outdoor, 149.

asked the Minister for Local Government and Public Health if he will state the total expenditure by the National Health Insurance Society to date on (a) head office buildings, and (b) superannuation; the annual expenditure by the Society in respect of repayment of (a) cost of buildings, (b) superannuation advances, and the terms of repayment in each case.

The information asked for by the Deputy has been compiled largely in the form of a tabular statement which will be circulated in the Official Report.

Following is the Table referred to:—

The total expenditure by the National Health Insurance Society, up to the 31st December, 1937, was (a) on head office buildings, £57,982, and (b) on compensation to ex-officials, £143,902.

The annual expenditure by the Society in respect of repayment of (a) loan of £28,000 in respect of cost of buildings, and (b) loan of £143,950 in respect of compensation to ex-officials, was:—

For the years 1934 and 1935 interest was charged to the Society at the rate of 4½ per cent. There was no repayment of capital in 1934, and the repayment in 1935 was £1,000 in respect of the building loan and £5,000 in respect of the compensation loan.

For the years 1936 and 1937 interest was charged to the Society on both loans at 4 per cent. per annum, and the capital repayments were calculated on the basis of a funding scheme under which the amount of the loans would be repaid in 25 years with interest at 4 per cent. per annum.

asked the Minister for Local Government and Public Health if he will state the amount of the surplus on the Administration Account brought into the National Health Insurance Society from the absorbed approved societies; the amount allocated to Administration Account in each of the years 1934, 1935, 1936 and the surplus on that account at the end of each of these years; and if he will state further the credit balance in the Administration Account of the National Health Insurance Society at the last date for which the information is available.

No allocation for administration was made to approved societies for the year 1934, and at the dates of transfer of the various units there was a debit balance of £17,926 15s. 11½d. on the combined Administration Accounts. This debit was transferred to the National Health Insurance Society. The amount allocated to the latter for administration for 1934 was £112,439 18s. 7½d. and the surplus at the 31st December, 1934, was £49,923 4s. 10d.

The allocation to the Administration Account for 1935 was £117,777 and the estimated surplus at the 31st December, 1935, was £57,361. No later figures are yet available.
