Ceisteanna—Questions. Oral Answers. - Facilities for Securing Foreign Currencies.

asked the Minister for Finance whether he will indicate the measures that have been taken to secure that in the application of Article 7 of the Emergency Powers (Finance) (No. 2) Order, 1939, the banks will not interpret unreasonably and to the prejudice of the public the limitations placed by that Article on the amounts of foreign exchange which may be made available to meet the reasonable requirements of a trade or business carried on in the State, and whether an aggrieved person has any light of appeal from a decision of the bankers in the matter and to whom such appeal lies.

Instructions are issued by my Department as occasion arises to the scheduled banks referred to in Article 7 of the Emergency Powers (Finance) (No. 2) Order, 1939, as to the manner in which the authority vested in them is to be exercised. A trader who feels that any of the banks is adopting in his case an unduly restrictive attitude in the respect mentioned in the question is at liberty to refer the facts to my Department when the matter will be investigated.
