I am aware that the present allocation of kerosene for domestic use is inadequate for the normal requirements of many householders, but owing to the heavy and increasing demands for kerosene for agricultural and harvesting operations, I am not in a position to allocate, from the quota available, a larger household ration than one gallon for November, 1945, and two gallons for each of the months December, 1945, and January, 1946.
