Ceisteanna—Questions. Oral Answers. - Cycle Dealer's Licence.

asked the Minister for Industry and Commerce if he will state why David Rea, of Cappoquin, has been refused a licence to deal in bicycles, bicycle parts, tyres and tubes; if he is aware that Mr. Rea submitted evidence to his Department that he has been engaged in this trade for a number of years and that he depends on his bicycle business for his livelihood; and, if so, if he will have this case reconsidered with a view to the granting of a licence at an early date.

A licence is not necessary to deal in bicycles and bicycle parts (other than tyres and tubes). Under the provisions of the Emergency Powers (Cycle Tyres) Order, 1942, licences to sell cycle tyres or tubes can be granted only to persons who carried on the business of selling such articles in 1941. The evidence submitted by Mr. Rea related to the purchase of bicycle parts and a few tyres which were obviously used by him in his cycle repairing business. He has not furnished evidence that he carried on the business of selling cycle tyres and tubes in 1941.

Is the Minister prepared to grant a licence to deal in tyres and tubes to people who worked or were apprentices in the bicycle trade at the qualifying period in 1939 and 1940 and who have now started business on their own?

A loyal Fianna Fáil Deputy never asks that.
