I do not think any exceptions can be made when everybody is ruled out of using it. It might give a nice finish to certain cases, but you cannot have it both ways.

I wonder whether the use of blueing dips is prohibited in other countries for special purposes. I am thinking of brands for show purposes. If we happen to send our sheep abroad it might be an advantage to have facilities for that purpose. I think the Minister might possibly consider making exceptions in certain cases, especially for show purposes. The Minister might cover it by putting in "for show purposes."
