Ceisteanna—Questions. Oral Answers. - Contract System of Employment.

asked the Minister for Agriculture whether he is aware of the grave hardship caused to large numbers of agricultural workers in County Cork by the operation of what is known as the contract system of employment and that as a result of this system many workers are denied the right of payment of overtime rates, and in the circumstances whether he will investigate this matter with a view to taking such steps as may be necessary to secure more equitable treatment for the workers concerned.

In addition to the normal weekly wage rates for agricultural workers, the Agricultural Wages Board has fixed a monthly rate to fit in with a contract system of employment for a period of five months or more, which has been customary in County Cork and other areas.

As the agricultural workers in those areas have the choice of offering their services either on a weekly basis or under the contract system, I do not see how any hardship is occasioned to them if they accept the latter system. I have no statutory authority to interfere with the discretion of the board in carrying out its function of fixing minimum rates of wages for agricultural workers.

In view of the fact that men have suffered from victimisation, and also in consideration of the fact that the Agricultural Wages Board state that they are not responsible for such a position, will the Minister consider the question further?

If any case of victimisation is brought to my notice, and if it comes within the ambit of my authority to do anything, I shall be most happy to take vigorous action.
