Vol. 143 No. 10

Ceisteanna—Questions. Oral Answers. - Local Authority Housing.

asked the Minister for Local Government if he will indicate or classify the type of persons entitled to be housed by local authorities under various Acts.

Subject to the priorities set out in the Housing (Management and Letting) Regulations, 1950 and 1953, housing authorities may provide housing accommodation for persons of the working classes and for agricultural labourers. There is no limiting definition in the Housing Acts of the persons who may be regarded as persons of the working classes and it is a matter for the housing authority, in the firstinstance, to determine whether an applicant is or is not a person of the working classes. Persons who come within the expression "agricultural labourers" are more precisely defined in the Statutes, particularly in the Labourers (Ireland) Act, 1919, the Labourers Act, 1936, and the Housing (Amendment) Act, 1941. The foregoing relates to the general powers of housing authorities in respect of the exercise of which the State subsidy is in the form of an annual contribution to loan charges under Section 6 of the Housing (Financial and Miscellaneous Provisions) Act, 1932, as amended. In addition, housing authorities are empowered, with the aid of special capital grants from the State, to provide housing accommodation for persons, irrespective of whether they are or are not members of the working classes or agricultural labourers and, similarly, urban housing authorities are authorised to provide houses for special classes, such as newly married persons and elderly persons.

I would like to get a definition of a worker.

It is a long story.
