It is not possible to state, even approximately, the area of land available in the State for the relief of congestion. Changes of ownership and general conditions bring about alterations in the user of land and thus affect the possibility of its being available to the Land Commission through purchase or acquisition. A particular estate which is not acquirable this year may in a few years' time become acquirable and vice versa.
