In October, 1954, I received representations on behalf of the Newport Development Association regarding the possibility of reclaiming an area from the sea for the purpose of providing a sports park in the locality. The nature of the work required places it outside the scope of the schemes administered by the Special Employment Schemes Office and a reply to this effect was issued from that office on the 19th November, 1954.
