Ceisteanna—Questions. Oral Answers. - Flour Used in Exports.

Mr. Lemass

asked the Minister for Industry and Commerce if he will state the details of the arrangements made for the rebate on flour used in exports, and the price to be charged for this flour.

Details of the arrangements for the payment of rebate on flour used in exports are still the subject of consultation with the exporters concerned. Broadly, however, the intention is that rebate will be paid on certified claims by exporters as to the flour content of exports duly authenticated by the customs authorities. The effective price of this flour to exporters will be the price at which a comparable flour is available to manufacturers in a country of destination of the exports.

Is it the policy of the Government to discourage exports containing flour?

The reply which I have given to the Deputy is the most conclusive answer I can give to his supplementary question because we are making flour available to those who want to export at a special, low price in order to enable them to retain their export trade and develop it.

How can anybody engage in trade in flour, confectionery and biscuits without knowing the price of his principal raw material?

When will he know?

As soon as arrangements which he accepts have been negotiated with him and these negotiations are at present taking place.

Is the Minister aware that in the meantime all trade in these goods is stopped?

I am aware of the fact that every effort is being made by discussion with the persons concerned to reach an amicable settlement.

Is the Minister aware that all the persons concerned want to know is what they will have to pay for flour?

I am aware that the Deputy has not complete information on the matter and his supplementary questions clearly indicate that.
