Ceisteanna—Questions. Oral Answers. - Drainage Schemes—Wages, Salaries and Expenses.

asked the Minister for Finance if he will state (a) the present number of unit payments per week on the Corrib drainage scheme, and (b) the amount of salary and expenses paid to the pay clerk on the scheme for each week since 6th January, 1955.

As the reply includes a tabular statement, I propose, with your permission, a Cheann Comhairle, to have it circulated with the Official Report.

Following is the reply:—

(a) The present number of unit payments per week on the Corrib Drainage Scheme is two.

(b) Payment of remuneration to the Pay Clerk is made quarterly and payment of expenses is made monthly. The remuneration paid in respect of each week from the 6th January, 1955, to the end of the June, 1955 quarter and the expenses paid in respect of each week from the 6th January to the end of May, 1955, were as follows. Payment in respect of expenses for June has not yet been made.

asked the Minister for Finance how many (a) labourers, (b) supervisory staff, and (c) engineers, were employed on the Glyde and Dee drainage scheme on 1st July, 1955, and the average weekly cost of wages and salaries of each of these grades.

On 1st July, 1955, there were 150 labourers, 42 supervisory staff and six engineers employed on the Glyde and Dee drainage scheme. The figures include men—e.g., drillers, etc.—who receive a differential over the basic labourer's rate, but do not include tradesmen, vehicle drivers or office staff. For the week ended 25th June, 1955, the average cost per man of these grades was: labourer, £5 5s. 3d.; supervisory staff, £8 6s. 2d.; engineers, £14 17s.

Arising out of the Parliamentary Secretary's reply, does the case not seem similar to one which appeared in the Chinese army years ago? It seems to be very close to it. You have 42 supervisors and six engineers over 150 labourers and those include drivers of all sorts, and technical staff. Would the Parliamentary Secretary say whether or not it would be possible to reduce the number of supervisory staff and accordingly pay the labourers a decent wage on that job?
