Ceisteanna—Questions. Oral Answers. - Cong Water Supply.

asked the Minister for Local Government if a scheme for water supply to Cong, County Mayo, has been prepared, submitted to, or sanctioned by him; and if he will state the reason for the delay in installing the supply.

Contract documents for this scheme were approved in September, 1956, but tenders cannot be obtained until the necessary lands and wayleaves are available. The acquisition of the necessary rights is a matter for the county council.

Could the Minister say where the hold-up is in this scheme? If it is true—and I take the Minister's word for it—that this scheme was sanctioned in August, 1956, could the Minister find out exactly who has prevented the installation of a water supply to this tourist centre?

It would appear from my information that the question of acquiring wayleaves and rights is a matter which is being dealt with, and must be dealt with, by the local authority. These matters have not yet been dealt with and, until they are dealt with by the local authority, there is nothing my Department can do. As late as the 28th May a letter was received from the county council stating that the lands have not yet been conveyed to the council and the matter is still in the hands of their solicitor.

Do I take it that the wayleaves the Minister has spoken about are the property of the Department of Lands?

I could not say that. Action in that regard is a matter for the local authority.

I understand the Minister has indicated his willingness to agree to the transfer of the lands and wayleaves. My only desire is to find out who is holding the thing up.

As far as the Department is concerned, the question of wayleaves and the getting of them is a matter entirely for the local council. I had a letter very recently saying they had not completed that job and until they do I can do nothing.

Very well. I shall find out who in the council is the nigger in the woodpile.
