Order of Business.

Business will be taken in the following order: Nos. 2, 8, 11 and 9, and in 9 Vote 32. It is proposed that consideration of Government Business be not interrupted at the time fixed for taking Private Members' Business.

Deputies asked yesterday for an indication of what business remains to be done this session, and as far as it is now possible to do so, I shall outline the business to be concluded before the end of the session. I am giving the information which is now available, and while I think it is reasonably accurate, it may happen that circumstances may require some additions to it. First of all, there is the Assistance Bill.

Would the Taoiseach please speak a little louder? He cannot be heard over here.

There is the Assistance Bill which will be introduced in about a fortnight and we desire to have it in force by the 1st August.

It is not going to be produced for another fortnight?

That will leave us one month anyway.

For it to pass through both Houses? That is ridiculous.

Most of the proposals in it have already been dealt with in the Budget statement.

I hope I have not gone deaf; I cannot hear the Taoiseach.

The Bill will be intended mainly to implement decisions announced in the Budget statement. There is the Restrictive Trade Practices Bill which is circulated today and the Social Welfare (Amendment) Bill, which has already got its Second Reading. Then there is the Criminal Justice Bill and the Diseases of Animals Bill, and it is proposed to finish the Second Reading of the Health (Fluoridation of Water Supplies) Bill in this session. Then there is the Rent Restrictions Bill coming from the Seanad to the Dáil, the Finance Bill and the Appropriation Bill.

Is it proposed to take all Stages of the Rent Restrictions Bill this session?

I think that would be reasonable.

How long does the Taoiseach want to sit to—until September? I am quite prepared——

I would be distressed by the prospect.

Judging by the list the Taoiseach is suggesting——

That is not the end. There are the remainder of the Estimates, a couple of Supplementary Estimates and a Quota Order. There is the Telephone (Capital) Bill which it is desired to have passed in this session because otherwise the Dáil might have to meet earlier in the next session. The money which has been provided would be exhausted by the end of October, but that is a non-controversial Bill. As far as the Local Authority (Temporary Reduction of Valuations) Bill is concerned, I think we shall have to leave it over to the next session, although it can be circulated so that people will be made aware of what is proposed. It looks as if the Veterinary Surgeons Bill will have to be postponed also. The Veterinary Council have seen the draft Bill and suggested some amendments which the Department of Agriculture are anxious to consider.

There are, as far as we can see now, three other Bills which it is desirable to have passed this session. One, to be introduced by the Minister for Local Government, can, I think, be accurately described as the Cork Opera House Bill. There is a technical Bill to amend the Acquisition of Land (Assessment of Compensation) Bill, and the Minister for Industry and Commerce is preparing legislation for the control of the design of drip-feed oil heaters. It may be sufficient to give that Bill a Second Reading. It is desirable, however, that those who trade in those heaters should be aware of what is intended. I should imagine it would be a non-controversial Bill and once it got its Second Reading, the other Stages would be a formality.

Is there a law reform measure being introduced?

Yes. We had to make up our minds to postpone to the next session quite a number of Bills which we had contemplated might be dealt with in this session. With the aim of keeping the programme for this session to the minimum, these Bills I have mentioned are all that we intend now to include.

Two Assistance Bills were suggested. One was purely to implement the Budget and the other was a miscellaneous one.

This is to implement the Budget.

Not the big one?

No. The Social Welfare (Amendment) Bill has had a Second Reading.

There was another Assistance Bill?

That will be introduced, I think.

The Nurses Bill?

May I say that while the main purpose of the Assistance Bill is to implement the Budget announcement, the Bill will contain something more than that?

I was led to believe there were two Assistance Bills coming?

Yes, there are. The second will be kept over until the Autumn session.

The Nurses Bill?

That is one which we hope to get introduced before the end of this session, but which we will take in the next session.

Electricity?

The same applies there.

Does the Taoiseach feel the Rent Restriction Bill can receive in this House an adequate consideration on all its Stages before our adjournment?

I would not say it is a Bill which it is essential to pass in this session, but one of the advantages of introducing legislation in the Seanad would be lost if we did not save time by that process. I should hope that members of the Dáil would feel that the detailed discussion which that Bill is receiving in the Seanad would permit it to pass here without the protracted discussions that might otherwise be involved in such a Bill.

I did not get what the Taoiseach said in regard to the law reform proposal. I understood from the Minister when he was dealing with the Estimate last week that the Bill would be introduced this session?

Yes. There may be quite a number of Bills introduced by the end of the session, but these I have mentioned are the Bills it is hoped to complete.

The Taoiseach could not find another Referendum Bill for good measure?

If the Deputy has any good suggestions we might be able to arrange it.

He would not want the same result though.
