asked the Minister for Local Government if he is aware that there are small farmers in County Dublin who are living in houses which are badly in need of repairs, and who are not in a position to avail of the S.D.A. loans; and, if so, if he will consider granting permission to the Dublin County Council to build cottages for such farmers on their own land and to charge them the usual cottage tenants' rent applicable to their capacity to pay.

The general powers conferred on county councils by the Labourers Acts to erect houses are wide enough to enable them to consider the claims of small farmers who are living in unfit houses. It is however a matter for each county council to decide to what extent they will provide houses for persons coming within this class. Many county councils have already appointed such persons as tenants of cottages provided by them.
