asked the Minister for Education if he has any proposals for providing financial assistance for the construction and maintenance of new secondary schools; and, if not, why.

I have no such proposals. Recognised secondary schools are private institutions and financial aid from the Department of Education for secondary education is afforded by payment of capitation and other grants to the managers and incremental salary to an authorised quota of teachers on the staffs of such schools. When the rates of capitation grant are being fixed, due regard is had to all factors affecting the cost of conducting secondary schools, including the cost of construction and maintenance.
