Mr. O'Donnell

asked the Minister for Defence the reason for the delay in issuing I.R.A. (Pre-Truce) medals to Joseph McGowan and Andrew McGowan of Ballyarrel, Cross Roads, Killygordon, Lifford, County Donegal.

The applications in the names of the persons mentioned by the Deputy appear to have been sent in, not by themselves, but by another person from the area. This person has sent in a considerable number of applications and there is doubt as to his right or competency to do so. In some cases at least, it was confirmed that he made the applications without the knowledge or consent of the persons concerned. It has, therefore, been the practice to take no action on these applications unless the persons concerned request it.
