(South Tipperary) asked the Minister for External Affairs if he will consider the introduction of an age limit for Irish boys and girls emigrating for employment.

I assume that the Deputy has primarily in mind the position of young persons travelling to Britain. There is, as the Deputy is aware, complete freedom of movement between Ireland and Britain and the imposition of a restriction of the type suggested would entail the introduction by agreement of a passport system between the two countries. Such a system would be costly and difficult, if not, indeed, impossible to administer and it would also be open to criticism as infringing the rights of parents and guardians, on whom the responsibility for the welfare of young persons primarily rests.
